Morvan Road Landfill Decommissioning Project Update

The Town of Shelburne is pleased to provide an update on the Morvan Road Landfill Decommissioning Project as we near the completion of Phase 1 of this important three-phase initiative.
Recognizing the significance of this work for the community and environment, the Town has actively pursued funding opportunities and collaborated closely with professional engineers and environmental specialists to ensure the project is implemented successfully and responsibly. The Town has worked diligently to align regulatory compliance, environmental best practices, and community interests.
Since the outset, the project has been led by Dillion Consulting. A critical early step in the process involved a detailed environmental review to ensure nearby wetlands would remain undisturbed by the decommissioning activities. This careful approach has laid the foundation for the substantial progress achieved in recent months.
Phase 1: Monitoring Well Installation and Sampling
With favourable weather this spring, construction began on-site and the construction of drill pads were completed. In June 2025, Dillon Consulting coordinated the drilling and installation of new groundwater monitoring wells.
The next step in this phase involves developing the wells to allow for representative water sampling. Water sampling is expected to begin in September 2025, with a second round planned for Spring 2026. These two events, capturing both dry and wet seasonal conditions, will provide a comprehensive understanding of groundwater trends and inform the next phases of the project.
Phase 2: Site Capping
As Phase 1 nears completion, the Town has issued a public tender for Phase 2, which will involve the capping of the landfill site. This critical environmental protection measure is scheduled for completion within the 2025–2026 fiscal year and will help ensure the long-term stability of the site.
Phase 3: Future Use
Looking ahead, the Town is beginning to explore options for Phase 3, with a long-term vision of transforming the site into a green space for public benefit. Public engagement will be a part of this phase, and the Town looks forward to hearing the communities ideas and input.
The Town’s immediate focus remains on completing the environmental monitoring and remediation efforts in accordance with professional guidance and regulatory standards.
