Between August and September, the IGF worked with Mongolia's Ministry of Environment and Climate Change (MECC) and the German Federal Institute for Geosciences and Natural Resources (BGR) to deliver workshops and field visits on abandoned mine risk assessment in Ulaanbaatar, Nalaikh and Zaamar.

Under the Environmentally Responsible Mining (ERM) Project, 35 participants from national and local institutions and mining companies worked on hazard identification, assessing likelihood and consequences, and determining risks to support remediation planning.

The next step is for MECC, BGR and the IGF to refine the methodology for Mongolia's context and support its wider implementation, moving toward a risk-based approach to abandoned mine management. 🇲🇳

Last week, IGF Senior Policy Advisor Jonathan Hamisi, participated in the planetGOLD Global Forum in Panama, a gathering where governments, international organizations, the private sector, and artisanal and small-scale mining stakeholders come together to address pressing challenges in artisanal and small-scale gold mining (ASGM).

Jonathan, a member of PlanetGold’s Programme Advisory Group, moderated the session "Confronting Illicit Mining and Trade in Gold", which examined:

🔹 The infiltration of criminal networks that exploit vulnerabilities in the ASGM sector
🔹 The links to illicit gold flows and the illegal mercury trade
🔹 Initiatives to strengthen governance and promote responsible practices in ASGM

The exchanges also highlighted several concrete approaches to tackling these challenges. Lasting progress will depend on continued collaboration between governments, industry, and mining communities.

Andrea Lemus Mesa is a Senior Policy Advisor with the IGF, where she leads the organization's outreach across Latin America and the Caribbean, working with governments in the region on the regulatory, environmental, and governance challenges of managing their mining and natural resource sectors.

She brings nearly 20 years as a lawyer to this work, having advised on regulatory, mining, and environmental matters for the Colombian government, multilateral organizations, and companies in the natural resources sector.

Zambia is one of Africa's leading copper producers, supported by the mineral-rich Copperbelt and North-Western Province, as well as substantial reserves of copper, cobalt, and manganese.

Mining plays a central role in the national economy, contributing more than 25% of GDP and around 72% of exports. Copper remains the backbone of the sector, generating an estimated USD 6.3 billion in mined production value in 2024, with refined copper adding a further USD 1.6 billion. Zambia's mineral potential extends beyond copper, from cobalt to gold and manganese , alongside a pipeline of development projects that could broaden the country's future mineral production.

Governments are increasingly looking beyond taxes and royalties to participate more directly in the mining sector. But what models are available, and what does it take to make state participation work?

This session will examine models including state equity ownership, carried interests, national mining companies, strategic partnerships and innovative financing. It will explore the opportunities, trade-offs and governance challenges they present, particularly for critical minerals.

This session will look beyond compliance-driven formalization models toward trust-based governance and responsible sourcing approaches that can improve environmental, social and economic outcomes for miners and communities.

Clémence Naré is the IGF’s Lead for Legal Affairs and Government Relations, with more than 20 years of experience working at the intersection of mining law and policy, government relations, diplomacy, investment and regulatory affairs. As legal and public administration specialist, she supports governments on legal and regulatory reform, permitting, contract negotiations and dispute prevention, while leading the IGF’s government engagement and global membership expansion.

At the AGM, Clémence will contribute to the launch of the IGF Mining Academy and present the Global Mining Legislation Atlas, a global initiative she is spearheading in collaboration with the World Bank Group. She will also contribute to the discussions on the new generation of bilateral and strategic agreements reshaping critical minerals governance and on preventing and managing disputes in the mining sector.

A successful post-mining transition requires governance that is planned well before closure.

At , experts will consider practical stages in developing post-mining governance frameworks—from identifying regulatory needs and engaging stakeholders to approval and implementation. Case studies will include mine closure policy frameworks and guidelines for closure plans.
