A core feature of the program is the Advocacy Playbook, developed by Program Director Martin Loken, former Deputy Head of Mission at Canada’s Embassy in Washington, DC (2017–2022) and former Consul General in Minneapolis.
The playbook is practical and step-by-step: define the issue and clarify the ask; map the U.S. decision-making process; identify the right targets and messengers (including credible U.S. voices); and build a coordinated plan that can adapt in real time.
