Paid testing: The NDIS National Disability Insurance Scheme is going to pay people with disability to test the proposed/new Support Needs Assessment; yet another assessment that many people oppose.

The National Disability Insurance Agency says it is looking for people to do a simulated support needs assessment and help train its (unqualified) assessors on doing the assessments.

The NDIA has told us taking part is voluntary and will not:
• change a participant’s current NDIS plan
• affect a participant’s future funding or eligibility
• impact a participant’s supports
• result in a new plan or budget.

We believe support needs assessments should not be introduced and the functional assessments of our trusted professionals should instead be given the respect they deserve.

If you are considering this paid opportunity, please consider whether a voluntary, potentially uncaring assessment is in your best interest, particularly if you have a trauma history. Please also consider what happens with the information you give them in this training and testing exercise.

Onus on employers: We're really pleased to hear more about the new positive duty on employers to prevent disability discrimination, in an address from Disability Discrimination Commissioner Rosemary Kayess posted online this month.

In the address broadcast on YouTube, Commissioner Kayess says, "There is still clearly a long way to go in addressing stereotypes and prejudice."

Talking about the results of a recent Australian Human Resources Institute study of 600 employers where 32% of employers admitted to excluding job candidates with a mental health history and 28% rejected candidates with chronic or long-term health conditions, Commissioner Kayess says "We haven't moved past the assumptions of people with disability being expensive or a burden to employers.

"We obviously haven't done enough on the demand side of employment to move employers in their understanding of
disability. It begs the question, why is it always back on people with disability to do the heavy-lifting to address discrimination?"

Things will hopefully become different now that the Disability Discrimination Act has been beefed up to put more responsibility on employers.

Commissioner Kayess says "Amendments to the Disability Discrimination Act, the DDA, to insert a positive duty where duty-holders have to put in place mechanisms to ensure discrimination doesn't happen in the first place will put the onus back on employers."

Stop the Bill: We're in the third day of evidence against the Albanese-Australian Government's NDIS Bill and it's clear there is widespread opposition to the Bill to overhaul our NDIS.

With more than 4000 submissions received against the Bill, our spoken evidence against it highlights what the disability community feels: we don't want this legislation, and we don't want a negative overhaul of our NDIS.

We appreciate The Australian Greens Disability Spokesperson Senator Jordon Steele-John and the Australian Parliament Senate Community Affairs Legislation Committee for giving us a voice to share our opposition.

We have a message for the government's NDIS ministers Mark Butler MP and Jenny McAllister – don't overhaul our NDIS. Unravelling Bill Shorten's NDIS legacy doesn't just knife him, it hurts all of us.

To Melissa McIntosh MP and the Liberal Party of Australia, yes we are annoyed that legislation was not codesigned with us. But highlighting that misses the point. We don't want the Bill at all. Don't support it!

The Australian Human Rights Commission have provided a submission to the NDIS senate inquiry.

The submission raises serious concerns about the impact the reforms will have on the human rights of disabled people with regards to safeguarding and access to supports.

Gender equity analysis is also called for, since carers and support workers will be impacted disproportionately.

The submission calls for the Bill to not be passed before the parliamentary committee responsible for assessing the submissions demonstrate that they have reviewed human rights impacts and consulted in a meaningful way with the community.

Disability advocates have joined growing calls for a 25 per cent tax on gas exports, arguing the revenue could help protect Australians on the National Disability Insurance Scheme (NDIS) from cuts to essential supports.

The renewed push comes as Labor introduced the legislation into Parliament last week, projecting the changes will save the government $36.2 billion over the next four years.
