The elites who dismiss Victoria’s shooters and hunters often have little idea who they’re actually dismissing.

In our latest podcast, Jeff Bourman MP makes an important point about the people who make up the shooting and hunting community.

A large proportion are ordinary wage earners...tradies, workers and families...particularly across outer suburban and regional Victoria.

In other words, they are mainstream working Victorians. And they are voters.

Many live in the very outer suburban and regional electorates where elections are won and lost.

It’s easy to dismiss shooters and hunters from inside the political and cultural bubble. It’s much harder to ignore them when you understand who they are, where they live and the numbers they represent.

🎙️ 12 Years in the Red Morgue: Spring St According to Jeff Bourman

Jeff Bourman MP - Shooters, Fishers and Farmers Party has spent 12 years in Victoria’s Parliament...long enough to have accumulated plenty of stories about the politics, personalities, wins and frustrations of Spring Street.

In our latest podcast, Jeff looks back over those 12 years, talks candidly about working with and against governments and oppositions, and reflects on what he has learned about how Parliament really works.

As he explains in this clip, sometimes politics isn’t personal...even when the disagreements are.

And while this podcast looks back, Jeff certainly isn’t calling time. With Victoria’s new Upper House voting system, continuing his parliamentary career from here presents an Everest-sized challenge.

This fight is not over.

Victoria’s new citizenship requirement for fi***rm licence holders remains one of the most concerning elements of the Fi****ms Amendment Bill.

SSAA Victoria has opposed it from the outset. We believe it is unfair to existing permanent residents who have lawfully held fi***rm licences...including people for whom becoming an Australian citizen may mean giving up the citizenship of their country of birth.

One Nation’s support for our position may have surprised some people, but on this issue it was welcome. They listened to the concern, engaged with the detail and opposed the citizenship requirement.

In our latest podcast, we look at what happened, where the parties landed and why SSAA Victoria’s advocacy on this issue is far from finished.

H5N1 is a serious issue. It also hasn’t taken long for the usual rent seekers to latch onto it.

In the latest SSAA Victoria News, the team discuss why the potential arrival of H5N1 needs a serious, evidence-based response...and why it shouldn’t become an excuse to abandon established game-management processes.

But that’s just one part of a big episode.

We unpack the Fi****ms Amendment Bill and what happens next with citizenship and AusCheck; the new Outdoor Recreation authority; our Parliamentarians and Staffers Range Day and Hunters for the Hungry; and the approaching Victorian election and electoral reform.

Victorian MPs were warned.

They legislated it anyway.

A fortnight ago, Labor and the Coalition backed a new citizenship requirement for fi***rm licensing - a measure that could ultimately strip licences from thousands of law-abiding Victorian shooters.

It was sold as a public-safety response following the horrific Bondi terrorist attack.

But today’s reporting in The Australian exposes just how badly that response misses the point.

The real question was never Sajid Akram’s passport.

The real question is how he was assessed as suitable to hold a fi***rm licence and allowed to legally acquire six fi***rms.

His licence application took three years to approve. The “backlog” explanation is now under serious question. He and his son had previously come to the attention of ASIO. And there are now serious questions about what happened inside the NSW licensing system before his licence was ultimately granted.

These are questions about policing, intelligence sharing, risk assessment and the proper application of existing fi***rm laws.

They are not questions about citizenship.

SSAA Victoria opposed the citizenship requirement and warned Victorian MPs that citizenship is a poor proxy for whether somebody is a fit and proper person to possess fi***rms.

Labor and the Coalition waved it through anyway.

It was politically easy. It sounded tough. And it allowed politicians to say they were “doing something”.

But taking licences from law-abiding permanent residents does precisely nothing to explain, let alone fix, the apparent failures that allowed Akram to become licensed in the first place.

Victorian MPs who voted for this change need to answer a simple question:

How does taking a fi***rm licence from a law-abiding permanent resident make Victorians safer if the actual failure was the system allowing a genuine risk to be licensed?

Good fi***rm laws target risk.

Bad fi***rm laws target people who have done nothing wrong because it makes for an easier political position.

Just yesterday, recording our latest podcast, we discussed the political opportunism already surrounding the threat from highly pathogenic avian influenza (H5N1).

We talked about the Greens trying to tie H5N1 to logging.

We talked about the Invasive Species Council taking shots from the cheap seats at the Government’s management of the outbreak.

And we talked about how disappointing it is to see a serious wildlife disease threat used to advance agendas that were around long before H5N1 arrived.

Less than 24 hours later, we got another example.

In Question Time today, Greens MP Aiv Puglielli began with a legitimate question about the threat H5N1 poses to black swans.

Then came the supplementary:

“Does the government foresee the dispersion of native bird populations due to duck shooting will further exacerbate the spread of H5 bird flu?”

The Environment Minister’s response included one particularly important sentence:

“I do not have anything in relation specifically to ducks.”

No evidence that Victoria’s regulated duck hunting season could contribute to the spread of H5N1 was presented. No expert advice was cited.

And even the premise deserves scrutiny.

Does dispersing concentrations of birds necessarily increase transmission?

Or could reducing dense concentrations of susceptible birds actually reduce close contact and opportunities for transmission within those populations?

There may be competing effects. That is exactly why these are questions for epidemiologists, veterinarians and wildlife disease experts - not assumptions to make because one answer conveniently supports a pre-existing campaign against duck hunting.

If the evidence says hunting increases the risk, take it seriously.

If the evidence points the other way, take that seriously too.

Science first. Political conclusions second.

H5N1 is too serious to become free advertising space for everybody’s pre-existing political campaign.

A big day in Parliament for Victoria’s shooters and hunters.

We bookended the day with two major pieces of legislation.

This morning, the Outdoor Recreation Victoria Bill passed Parliament. We welcome the Government delivering this important reform and its recognition of hunting, fishing and other outdoor recreation within government. We’ve been pleased to contribute to the conversation along the way.

This afternoon, the Fi****ms Amendment Bill passed.

We fought hard against the citizenship and AusCheck requirements and made our case across Parliament. On those issues, we lost the battle.

But nobody loses any rights today.

Neither the citizenship nor AusCheck requirements commence with the passage of the Bill. The regulations needed to make them operational are not expected until at least 2028.

That means we have at least two years to keep fighting.

We will use that time to protect the thousands of law-abiding shooters who could be affected by the citizenship requirement, and to ensure any AusCheck system provides genuine natural justice and does not simply impose more costs on licence holders.

The legislation has passed, but this fight is far from over.

We lost the battle today. We’re still fighting the war.

SSAA Victoria was delighted to be in the public gallery this morning to watch the Parliament pass the Outdoor Recreation Victoria Bill.

The passage of this bill is a sensible reform, and the Victorian Government should be congratulated for seeing it through.

Former Outdoor Recreation Minister Steve Dimopoulos gave a great speech reintroducing the Bill and setting out why this reform matters.

Nationals Leader Danny O’Brien and member for Ripon Martha Haylett also spoke strongly in support of this reform.

The Greens, unsurprisingly, spoke against this reform.

At its core, this is a fiscal and administrative reform: bringing together two authorities that regulate the recreational take of natural resources into a single body. Done well, that means less duplication, shared expertise and resources, and ultimately a more robust, better-resourced and more effective regulator - delivering better value for all Victorians.

For hunters, it also moves things forward. The new authority will be able to promote sustainable game hunting, helping grow the significant social and economic benefits hunting delivers, particularly in regional Victoria.

The Bill also establishes a Land Access Panel, giving outdoor recreational users a clear mechanism to work through the red tape and administrative barriers that can frustrate lawful access for years.

The Panel won’t control land and it won’t make the final decisions about access. Those decisions will ultimately remain with the Government of the day and the relevant land managers. What the Panel will provide is a clearer and more efficient pathway for access issues to be considered and resolved.

This is practical, sensible reform. We welcome its passage and congratulate the Government and the Parliament for getting it done.

At Parliament today, making sure Victoria’s shooters are heard.

We spent the day meeting with MPs from across the political spectrum, putting the issues that matter to our members directly on the table.

Whether it’s fair fi***rms laws, protecting hunting opportunities, improving access to public land or standing up for common-sense policy, results don’t happen by accident. They happen through consistent, respectful engagement.

Every meeting is another opportunity to make the case for our 50,000+ members and the quarter of a million licensed shooters across Victoria.
