Kulintja Kutju - Tristate Empowered Communities

Directions Website

Kulintja Kutju - Tristate Empowered Communities Empowered Communities is a national reform initiative created by Aboriginal people for Aboriginal people.

Empowered Communities is a national initiative, created by Aboriginal people for Aboriginal people. Empowered Communities is working towards long-term reform of Indigenous affairs in Australia. It’s a new way of doing business with Government, service providers and the corporate sector, that puts Aboriginal people in control of the decisions that affect their communities. Where did Empowered Communities come from?

- In 2013, Aboriginal leaders from around the country came together with a common vision of transforming Indigenous affairs from the ground up.

- Over the next 2 years a proposal was developed to empower Aboriginal communities and put decision-making back in Aboriginal hands.

- In 2015 the Empowered Communities National Design Report was published.

- The Australian Government has now given its support for Empowered Communities to be established in 8 regions around Australia. We hope that Empowered Communities can be expanded to other regions over time. Empowered Communities in the NPY region covers the Ngaanyatjarra Pitjantjatjara Yankunytjatjara (NPY) Lands covering 350,000 km2 across the South Australia, West Australian and Northern Territory tri-state border region of central Australia. The NPY Lands are home to 26 remote Aboriginal communities and a population of around 6000 Anangu and Yarnangu(Aboriginal people). There is a strong history of unity and collaboration in the NPY Lands. In 1976 Anangu formed the Pitjantjatjara Council to represent their interests through the struggle for land rights. Empowered Communities is following in the footsteps of the Pitjantjatjara Council by ensuring that Anangu have a strong, unified voice to drive development in the region. Empowered Communities will ensure that Anangu are in the driver’s seat for all decision-making with Government and service providers working in the region. Empowered Communities leaders across Australia agree that there are 5 priority areas for improving life for Aboriginal people...

• Good education,
• Safe communities
• Work or meaningful engagement
• Proper housing
• Care for children, elderly and the disabled

At the heart of these priorities is a strong commitment in the NPY region to maintaining Anangu culture and traditional values, through...

• Tjukurpa (Law)
• Walytja (Family)
• Manta (Country) and
• Wangka Uti (Language)

Kulintja Kutju loved welcoming young leaders from Empowered Communities East and West Kimberley to the NPY Lands last week! Buster, Aaila, Solomon and Amos travelled from The Kimberley to the NPY Lands to join Kulintja Kutju's final Leadership Program Workshop in Yulara and then went out on-Country with us as part of our Empowered Communities Leadership Exchange.

The group travelled from Yulara to Cave Hill in the APY Lands with Brenda, a Traditional Owner for Cave Hill. A big thank you to Brenda for hosting us and so generously sharing your stories and knowledge. They then traveled back up to the Northern Territory to camp out on Country at Patji, thank you to Sammy Wilson for having us!

Another huge thank you to Ina for being such a wonderful host and for taking the group to Uluáąźu and Mutitjulu Waterhole. Seeing it in the rain was something really special! Ina did an amazing job organising the camp and cooking a big feast of curry, damper and roo tails for everyone. On our last day Ina, Frena and Brenda took everyone out looking for bush food, including honey ants. It was hot, hard work and everyone loved it, so thank you to all three of you!

Thank you also to Empowered Communities East and West Kimberley for supporting the exchange. Trips like this are a great chance to build relationships and connect young leaders across our regions. We’re so grateful for the friendships made along the way!

Celebrating our 2026 Kulintja Kutju Leadership Program graduates!

What a way to finish the year! Last week we came together in Yulara for our fourth and final Kulintja Kutju Leadership Program workshop for 2026 - Regional Leadership and Governance.

This workshop was all about building the knowledge, skills and confidence to step into governance and decision-making roles. Participants explored what it means to become a member or director of an organisation, how boards work, and the responsibilities that come with representing their communities. Through practical activities and a mock board meeting, everyone had the chance to put their learning into practice and think about their next steps in leadership.

A huge thank you to Reshaune Singer, our lead facilitator, and Frena Jacob, our co-facilitator, for guiding everyone through our final workshop!

We were also very lucky to welcome Buster, Aaila, Solomon and Amos from the Kimberley, who travelled to Yulara to join us after hosting our group in the Kimberley for Workshop 3.
As part of an Empowered Communities Leadership Exchange between NPY Tristate, East Kimberley and West Kimberley, it was our turn to welcome them and to continue learning from one another.

And most importantly, congratulations to the 2026 Kulintja Kutju Leadership Program graduates! Over the past year, participants have travelled from communities across the NPY Lands to take part in four workshops, building their skills, stepping outside of their comfort zones, sharing their knowledge and supporting one another along the way. Completing the program is a huge achievement and a real commitment, especially with the travel, time away from home, family, work and all the other responsibilities involved. We are so grateful to everyone who has been part of this journey!

A very special thank you to the employers and organisations who supported participants to attend all four workshops. Your support and commitment to developing young leaders in our region has been so important in making this program possible.
We finished the week by celebrating our graduates alongside their families, employers, Leadership Program alumni and supporters. Thank you to everyone who joined us to recognise this achievement and show their support for the next generation of leaders across the NPY Lands.

Finally, thank you to the National Indigenous Australians Agency (NIAA) for funding this Program and supporting leadership development across our region.

Congratulations again to our 2026 graduates and we can't wait to see where your leadership journeys take you next!
