Today and tomorrow in Darwendale, Zimbabwe, something important is happening for older persons across Zimbabwe.The Ministry of Public Service, Labour and Social Welfare has convened a National Older Persons Policy Write Shop with stakeholders from government, civil society, academia, and older persons themselves.Why this matters:
Zimbabwe has over 840,000 people aged 60 and above. Many built this country but now face gaps in income security, healthcare access, and protection from abuse and neglect. For too long, older persons have been an afterthought in social protection systems.This Write Shop is moving us from policy on paper to policy in action. The goal: draft a comprehensive, rights-based National Older Persons Policy that ensures every older person in Zimbabwe can live with dignity, security, and respect.What’s significant for the region:Zimbabwe is ratcheting up implementation of the AU Protocol on the Rights of Older Persons, ratified in 2024.The process is inclusive - putting older persons at the table, not just on the agenda.The policy is tackling the real gaps: extending coverage to the informal sector, introducing a social pension, strengthening protection, and consolidating fragmented laws.This is what leadership on ageing looks like in practice. To my colleagues across Africa working on ageing, social protection, and human rights - Zimbabwe is moving in the right direction. We’re learning, we’re listening, and we’re building a model that others can draw from.Proud to be part of this moment.

The panel discussion highlighted the pressing challenge of digital literacy among older persons, particularly in relation to digital financial services, where they're vulnerable to scams and financial abuse due to the increasing prevalence of mobile money services. HelpAge Zimbabwe, represented by Mr. Kazuva, shared experiences from their work in disadvantaged communities, where limited access to phones and the internet hinders older persons from participating in and benefiting from intended programs. Furthermore, the discussion touched on issues such as the exploitation of older persons for social media views and the spread of stereotypes, like witchcraft accusations, perpetuated through the internet, underscoring the need for greater support and protection for this demographic.
