Compliance is not inclusion

Compliance: Installing a ramp because the law says so.
Inclusion: Making sure that ramp leads to the front door, not the back alley, and asking wheelchair users if it actually works for them.

Compliance: Hiring 2% persons with disabilities to meet a quota.
Inclusion: Giving them real roles, growth paths, and a seat at the table where decisions get made.

Compliance: Adding captions because it’s required.
Inclusion: Designing meetings, events, and content so people with disabilities can participate fully from the start.

Compliance is the floor. It’s doing the minimum to avoid penalties.
Inclusion is the culture. It’s choosing to value, listen to, and build with persons with disabilities because you see their worth.

One asks “Did we follow the rule?”
The other asks “Do they feel they belong here?”
