CHELO is a registered NPO created in 2007 by a group of parents in partnership with Hout Bay International School (HBIS). chelo has tax and donor tax exemption.

CHELO funds all other direct (financial, social & educational) costs of our bursary children.

On Friday 30th October 2026, HBIS is getting spooky for a very special cause — CHELO’s annual Halloween Dress-Up Day!

We’re asking the whole school community — and the wider Hout Bay community — to get behind our bursary students.

Who is CHELO?

CHELO is a B-BBEE Level 1 organisation and registered NPO, established in 2007 by parents in partnership with Hout Bay International School.

HBIS covers the school fees for its bursary students, while CHELO covers the additional financial, social and educational costs that fall outside of school fees.

CHELO currently supports 13 bursary students, with one student in each year group from PYP1 upwards. These costs add up, and CHELO relies on fundraising and the incredible generosity of our community.

So whether you're a parent, grandparent, neighbour, local business or simply someone who wants to support young people in our community, we'd love you to get involved.

Through our partnership with Hout Bay International School, CHELO is proud to offer a life-changing educational opportunity for local children.

🗓 Key Dates:
Applications Open: 4th May 2026
Applications Close: 31st May 2026

📍 Criteria:
Applicants must be born between 1st Jan 2021 – 31st Dec 2021.
Must reside in Hout Bay.
One parent and the child must be South African nationals.
