Greene Metropolitan Housing Authority GMHA is an independent not-for-profit agency and receives most of its funding through the Department of Housing and Urban Development (HUD).

GMHA is committed to providing quality, affordable housing and services in an efficient and creative manner. The five member board that governs GMHA is appointed by the Probate and Common Pleas Courts, the County Commissioners, and the Mayor of Beavercreek- the county's most populated city. Under this leadership, GMHA works towards the following goals:

Assists Maintenance Technician II workers in responding to work orders and efficiently assisting in performing the work and repairs required in the areas of plumbing, HVAC, electrical, carpentry, drywall, painting, residential appliances, and general maintenance work. Learning to accurately diagnose repair and maintenance problems to prevent callbacks. Perform needed grounds maintenance such as grass cutting, weeding and trimming. Also snow removal/salt treatment of walks and driveways in the winter. Respond to emergency calls as needed or scheduled during and after work hours. Director of Development & Modernization

This position involves assessing need for modernization of Public Housing properties and other non-HUD properties owned and managed by the Housing Authority, developing bid specifications, evaluating bids, and recommending contact awards, inspecting work progress, assuring compliance with prevailing wage and approving contractor payrolls. Developing Capital Fund Program 5-Year Action Plans and budgets for annual Capital Fund grants in coordination with the Executive Director and completing required reporting for both the Housing Authority and the U.S. Department of Housing and Urban Development.

GENERAL DESCRIPTION
To oversee the administration of all Capital Fund activities and contracts, oversee all new construction and rehabilitation work for GMHA.

ESSENTIAL JOB DUTIES
1. SERVES AS CONTRACT ADMINISTRATOR OF CAPITAL FUND PROGRAM
• Survey and inspect properties to determine maintenance and funding priorities
• Develop and write specifications and bid packets for contracts
• Solicit bid contracts in accordance with HUD, State, and GMHA Procurement Policy
• Supervise contract work, verifying contract draw requests
• Inspect contract work. and insure specifications and financial objectives are met
• Complete all required reports accurately and timely
• Provide recommendations on the development of Capital Fund five year and Annual Plans.

2. MANAGES NEW CONSTRUCTION AND REHAB. DEVELOPMENTS
• Advise the Executive Director regarding suitable sites, buildings, site plans and designs for new units.
• Serve as general contractor for identified projects

3. CONTRIBUTES TO PROGRAM EFFECTIVENESS
• Supervises the Maintenance Supervisor, providing guidance on priorities and methods of addressing problems.
• Set up, and analyze problems with office computer hardware and related services.
• Provide direct assistance as needed to the Maintenance Dept. and provide back-up coverage for the Maintenance Supervisor.
• Review maintenance-related invoices for accuracy and assigns to the proper budget.
• Promote and facilitate a safe work environment in the office and in the field.
• Monitor physical inventory of GMHA tools and equipment, overseeing sale of surplus supplies and equipment.

4. PROMOTE QUALITY PERFORMANCE
• Work cooperatively as a team member to achieve department and agency goals in a professional manner.
• Perform other duties as assigned.

QUALIFICATIONS:
High School diploma or equivalent experience/education/training is required
- Advanced course work or experience in construction and building trades desired
- 5-10 years’ experience in construction and/or building and grounds maintenance with progressive supervisory responsibility.
- Ability to use customary tools and machines in performing home/yard maintenance and repairs
KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of agency policies, rules and procedures; related HUD policies and regulations
• Knowledge of all GMHA unit types and locations, of typical mechanical layout in each unit
• Skill in all areas of housing construction and maintenance including heating and air conditioning, carpentry, plumbing, electrical and building systems.
• Knowledge of safety and hazard concerns working with building and mechanical systems.
• Ability to anticipate future maintenance/mechanical problems and to plan preventive approaches to correct or avoid them.
• Ability to cost estimate, write specifications, evaluate bids, inspect work to see that specifications are met.
• Ability to organize and prioritize work at many scattered locations.
• Ability to establish and maintain effective working relationships with all staff, contractors, suppliers, and general public.
• Skill in reading blueprints and ability to recommend cost-effective, alternative options.
• Ability to communicate well orally and in writing.
• Ability to use a computer and do word processing, spreadsheets and CAD work.
• Ability to perform basic math calculations and clerical work to complete inspections.
• Ability to work with people of diverse racial, cultural backgrounds and a diversity of lifestyles
• Ability to take certification and program training as needed.

While performing the duties of this job the employee is typically required to:
• Subject to sitting, standing, reaching, walking, and to twisting perform the essential functions. Working conditions vary between outside, construction sites, and inside an office environment.
• Stoop or kneel and may work in difficult or cramped positions.
• Physical requirements include occasional lifting/carrying of up to 40 pounds
• Drive a vehicle to conduct work.
• Hear and speak to exchange information and make presentations
• Specific vision abilities required by this job include close vision, peripheral vision; depth perception and ability to adjust focus. Have dexterity of hands and fingers to operate a computer keyboard and basic office equipment.
• Sitting or standing for extended periods of time; Walking during site visits.
• May be exposed to inclement weather, electrical equipment and high voltage
• Contact with dissatisfied, rude, or abusive individuals.
WORK ENVIRONMENT
The noise level in the work environment is usually moderate but there will be periods of high noise when working around some tools and machinery. This employee will often be exposed to outside weather conditions, and will sometimes be exposed to dirt and dust, noxious odors and dangerous chemicals.
