Washington D.C. Relisha Rudd was 8 years old and living with her family inside the D.C. General Family Shelter when a 51-year-old shelter janitor named Kahlil Tatum began paying special attention to her.

He bought her gifts. He took her places. He kept her overnight.

He was not her father. Not her family. Not her doctor.

He was the janitor.

Then Relisha stopped showing up at school.

Her absences were explained away by saying she was receiving medical treatment from a "Dr. Tatum."

There was no Dr. Tatum.

The man being presented as her doctor was the same shelter janitor who had been given access to an 8-year-old child that nobody stopped.

By March 19, 2014, when police officially opened a missing person investigation, Relisha had already been unseen for weeks.

Surveillance footage placed her with Tatum at a hotel.

Then Tatum's wife Andrea was found dead inside a Maryland motel room. Tatum was charged with her murder. A search began simultaneously for him and for Relisha.

Investigators never got the chance to question him.

Tatum was later found dead.

Relisha was nowhere.

No child. No explanation. No answers.

More than 12 years have passed.

Relisha Rudd is still missing.

Her mother has never been criminally charged in connection with her disappearance.

That is the question people have never stopped asking.

How does an 8-year-old girl spend nights with a 51-year-old man from a homeless shelter, and nobody stops it?

Relisha would be 20 years old today.
