JROTC is one of the advocacy efforts under the 2026 and 2027 State Solutions for Military Homeschoolers.

A public school district in Maryland told a homeschool teen he could not join a local JROTC unit because of state law.

Our legal team advocated on behalf of the teen, pointing out to officials that JROTC is governed by federal regulations. “We pointed out to the school that because JROTC is federally funded, it actually comes under federal regulations,” said Tj Schmidt, HSLDA senior counsel. “And those regulations declare that homeschooled students who are otherwise qualified for a local JROTC program cannot be excluded. Protecting the right of homeschooled students to participate in their local JROTC programs is something that HSLDA has worked on whenever this issue has come up on a federal level.”

Why it matters: The legal right for homeschool students to participate in JROTC programs is clear-cut. Excluding them also prevents access to benefits should they choose to enlist.

Is community college an option for your student?

Some teens in pursuit of a four-year degree might be undecided about their college major, want to save significantly on tuition costs, would prefer not to take college admission exams, or would struggle to meet minimum admission requirements. If any of these sound like your high schooler, we have good news—there are a number ways your student can achieve their goals!
One alternative is to start by taking general education courses at a community college (sometimes referred to as a two-year or junior college).
Some independent study options include:
• Dual enrollment
• Distance learning (DL)
• Credit by examination

Civic Learning Opportunity in Washington, D.C. for Military-Connected Homeschooled High School Students!

Military Homeschoolers Association is accepting applications for a limited number of spaces for military-connected homeschooled high school-age students to participate in a day of civic learning activities in Washington, D.C.

Students who are interested in government, public policy, and civic participation are encouraged to apply.

Those residing in Washington, D.C., Maryland, and Virginia are preferred due to ease of commitment but if you are willing to travel to D.C., please submit the application ASAP!

Participants must attend a one-hour virtual preparation session and be available for the in-person activities on 11/18/26 from 8-4:30 pm EST. A reception will follow.

Full details about the activities and participation requirements will be shared with prospective participants and their parents/guardians before attendance is confirmed.
