Meet Officer Jeisson Cuellar, your District 1 Co-Director. Officer Cuellar has been serving in law enforcement for 5 years and currently serves with the City of Franklin Police Department. Throughout his career, he has gained experience in patrol operations, crisis intervention, and community engagement. He is a certified law enforcement instructor through the Wisconsin Law Enforcement Standards Board and serves as a motorcycle officer, specializing in traffic enforcement and community visibility.

Officer Cuellar is assigned to the Crime Prevention Unit and has previously participated in the Adopt-A-School Program, working closely with students and staff to foster positive relationships and promote safety. He also works with community partners to enhance house of worship safety, providing guidance and support to ensure safe and secure environments.

As a bilingual officer, Officer Cuellar is fluent in Spanish and is committed to building strong connections with diverse populations while providing accessible and effective service to all members of the community.

Meet the WACOP Board!
Your District 1 Director is Retired Police Corporal Craig Rafferty. Craig was employed with the UWM Police department since 1994 and recently retired with over 30 years of service. During his time at UWM, he participated in numerous community policing events and represented the UWM Police Department at various programs on and off campus. Craig started his career as a narcotics enforcement Officer, but also served as a field training Officer, community liaison specialist, active shooter instructor and first line supervisor. Craig likes to shares his personal stories of growing up in Milwaukee and his transformation from a troubled youth, into law enforcement, earning a college degree and many certificates in the Criminal Justice field. Craig has a wealth of information and knowledge to demonstrate that people can achieve their goals no matter what obstacles are in front of them. His programs are most popular with the students on campus as he gives “real talk” to those who will listen.

Craig Rafferty has been part of WACOP since early 2000’s. He was recently re-elected to the position of director for district #1 within the organization. Craig is also a long-standing member of N.O.B.L.E, the National Organization of Black Law Enforcement Executives.

Now retired, Craig spends most of his time traveling and teaching safety education classes at UW-Parkside Police department. He is a devoted husband, and father of three. Craig’s motto is Mission First People Always, which he adopted while honorably serving his country in the U.S. Armed Forces (Army) c/o 1986.

With the weather getting warmer (for some of us in WI), now is a great time to remind your residents to remove their valuables from their vehicles and LOCK THEM at night! Every year, we see a big spike in thefts from and of vehicles in the spring months, mostly due to cars being left unlocked with valuables, keys, and even fi****ms left inside during the overnight hours.
