It's baffling that so many shelters believe there are rescues with endless good homes lined up for large dogs, or other pets for which supply so tragically exceeds demand. Good rescues are struggling just like shelters are. Shelter/rescue partnerships are crucial, but the reality is, insisting on lack of euthanasia as the only measure of shelter success without aggressively addressing the source of so many unwanted and unloved companion animals will continue to lead to tragedies like this. This is an excellent article about animal hoarding, another tragic result of current shelter trends. We are so grateful that these issues are finally coming to light. In this piece, from his Animal Politics (on Substack),

SDHS Ordered to Pay More Than $500,000 for Violating Animal Cruelty Laws
On October 24, 2025, the Court heard Pet Assistance Foundation (PAF)’s motion for attorneys’ fees following its successful case against the San Diego Humane Society (SDHS) for violations of California’s animal cruelty laws.
The dispute concerned SDHS’s practice of abandoning healthy, friendly, adoptable cats brought to the shelter by the public unless staff determined there was “verifiable proof of ownership,” such as the animal being found in a box. The Court found this standard unreasonably high, issued a permanent injunction prohibiting its use, and imposed further restrictions to prevent SDHS from turning away stray and abandoned cats and kittens at the door.
Although the Pease & Ijadi firm represented PAF on a pro bono basis, California’s private attorney general statute requires defendants to pay market-rate attorneys’ fees when litigation confers a significant public benefit. The Court found that standard met here.

In a statement to the Court, a representative of PAF explained:
“I am no longer being contacted by distraught and grieving pet owners whose lost cats were denied legal holding periods and quickly and illegally euthanized or subjected to exploratory surgery, ear disfigurement, and abandonment by SDHS. Further, I am hearing that more kittens aged 3–6 months are now being given a genuine chance at a proper home than SDHS had previously been willing to provide.”

While SDHS argued that no public benefit was achieved, the Court disagreed and awarded full attorneys’ fees for more than four and a half years of litigation. This ruling ensures that future public-interest cases can be brought to hold agencies and nonprofits accountable when they violate animal protection laws.
