The Institute for Survivor Care equips shelters, ministries, and frontline organizations nationwide with the training, tools, and support they need to serve survivors of human trafficking and s*xual exploitation with excellence. The Samaritan Women was founded in 2007, when one woman was so moved by the stories and circumstances of women being prostituted, that she felt called to do something. Thi

s holy discontent led her to give up a lucrative career, sell her company and deplete her savings to purchase an abandoned 23-acre estate in Baltimore, Maryland. Over the next four years, hundreds of volunteers, churches, and companies would give countless hours to create a place of healing for victims of domestic human trafficking. A citizen-led coalition advanced public awareness across the state. We participated in advocating for legislative change, and have inspired the creation of several county-level anti-trafficking task forces. In 2011 TSW opened a long-term residential facility to serve victims of human trafficking. We provide comprehensive care for women with complex trauma as the result of childhood s*xual abuse, fatherlessness, poverty, neglect, substance abuse, and the relentless torture of having been sold in the commercial s*x industry. Our healing programs are survivor-centered and trauma-informed in a Christ-centered environment. We offer a safe environment where the women can break from their past and start new lives. We invest in them through therapeutic care, self-care, relational skills, spiritual formation, academic achievement, and vocational training. Our mission is to guide women as they let go of their pasts, re-imagine and re-build their futures.

42% of incarcerated women in Kentucky screened positive for histories of s*xual exploitation. This reality shines a light on the critical intersection between the justice system and the anti‑trafficking field.

Today, our Founder & CEO, Dr. Jeanne Allert, has the honor of speaking at the Kentucky Jailers Association Summer Training Conference, equipping corrections professionals with Human Trafficking 101 and sharing findings from our Kentucky Incarceration Study. Conducted in Fall 2025, with 510 women across three prisons and 15 jails, this research exposes the deep intersection between exploitation and incarceration, highlighting the urgent need for restorative care as women prepare for reentry.
