About the proposed data center on Cayuga Lake:

TeraWulf, a bitcoin mining company-turned AI data center company, is proposing a 300 or 400 Megawatt AI data center on the shores of Cayuga Lake. This development will bring adverse environmental, quality of life, and economic impacts to much of all life as we know it throughout the Cayuga Lake watershed. The Wednesday press conference came just days after both houses of the New York State Legislature passed a one-year moratorium on the permitting of data centers. The moratorium, if signed by Governor Kathy Hochul, could affect the proposed development in Lansing.

Both Assemblyperson Anna Kelles, who introduced a similar bill earlier this year, and State Senator Lea Webb, voted in favor of the moratorium. As of June 9, Hochul has not yet indicated if she would sign the bill.

Nicholson said a statewide coalition of environmental advocates met this week to put together a strategy to oppose “harmful” amendments to the bill and to encourage the governor to sign it before it expires in December.

“This is an election year,” Nicholson said. “[Hochul’s] margin last time wasn’t that great, […] So I think if we do get enough pressure, enough organizing, enough showing up, I think that she will sign it.”

PULP has been a leading advocate for consumers as investor-owned utilities seek increases in electric delivery rates, working to ensure that affordability remains central to energy policy decisions.

In the article, Gay Nicholson responds to how decisions to implement AI data centers in small towns are often made by volunteer planning boards who may not have the time to fully learn about the details of the projects:

“We were all making the point that these deep-pocket billionaire developers target rural small towns, and our volunteer planning boards … are charged with making rigorous analysis and informed decisions on these huge projects that have layers and layers of impacts from the very local to the statewide grid,” Nicholson said. “We're leaving it to these small towns that don't have a lot of staff or very deep pockets to deal with billionaires who have white-shoe law firms.”

She also calls on the state to consider how the addition of data centers may strain the grid in its current shape and can lead to brownouts.

Meet our second panelist for next Wednesday's webinar.

Laurie Wheelock, Esq. is the Executive Director and General Counsel of the Public Utility Law Project. She began her career working for the New York Public Interest Research Group (NYPIRG) where she fought for the rights of consumers across the state. Ms. Wheelock went on to work for three different members of the New York State Assembly in both Albany and New York City focusing on a wide variety of issue areas including legislation to promote affordable housing, public access to insurance, nonprofit reform, and environmental protection. Ms. Wheelock received her Bachelors Degree in Political Science from Binghamton University and received her Juris Doctorate and Masters in Environmental Law and Policy from Vermont Law School.
