Neighborhood Outreach Connection NOC’s mission is to help those living in low income neighborhoods overcome poverty.

Our programs focus on three areas of work: education, workforce development, and health education and services. For example, NOC partners with Beaufort County School District in several of our education programs to provide after school support to roughly 160 children in Hilton Head and Bluffton, as well as a preschool program serving an additional 40 children and their parents. To address workforce development, NOC partners with Literacy Volunteers of the Lowcountry, providing English classes at locations within our neighborhoods. In health, we collaborate with Beaufort-Jasper Comprehensive Health Servcies and Beaufort Memorial Health, among others, to bring health education classes and health services/screenings to facilities in the neighborhoods where we work.

At NOC, keeping our children safe is a priority every day. Our Cordillo Learning Center on Hilton Head Island puts that commitment into action through monthly emergency drills.

By practicing our safety protocols regularly, our field team and students learn what to do in an emergency—building confidence, preparedness, and a safer learning environment for everyone.

NOC welcomed a special visitor to our Old Town Learning Center in Bluffton! Principal Melissa Holland of M.C. Riley spoke with families about the importance of reading and completing homework. She also explained report cards, district testing, and what the results reveal about their children’s progress.

We appreciate our partnership with local schools and the district. When families, schools, and NOC work together, children have the support they need to learn, grow, and thrive!

NOC Lowcountry Learning Center in Bluffton: Working Together for a Healthier Community

On Wednesday, October 14, NOC’s health screening brought families, healthcare professionals, and volunteers together to connect 135 uninsured or underinsured people with important health services and resources.

We are grateful to our partners for making this event possible:

Beaufort Memorial Hospital: Provided glucose, cancer, cholesterol, and triglyceride testing, along with blood pressure checks, through its mobile unit.

Lions Club: Provided vision screenings.

South Carolina Department of Mental Health and Hilton Head Volunteers in Medicine: Contributed their time, expertise, education and support throughout the event.

A special thank-you to our volunteers, whose generosity and commitment helped every part of the screening run smoothly. From welcoming families to guiding participants and offering encouragement, your care made a difference.

Thank you to Lowcountry Presbyterian Church for hosting and to everyone who helped make essential health services more accessible to our community!

At NOC, we believe in Education First—and that starts with helping every child become a confident reader.

At our Island Lutheran Learning Center on Hilton Head Island, students begin by reading a book with a friend. Reading together gives children time to practice, encourage one another, and discover the joy of books.

Sometimes, all it takes is a good book and a friend to share it with—no technology needed!

We appreciate our volunteers, partners, donors, and funders for supporting our students educational journey. Thank you for being caring neighbors!

NOC’s Old Town Learning Center in Bluffton celebrated Hispanic Heritage Month by exploring why it is celebrated, the many cultures it represents, and the importance of understanding different perspectives.

Students created paper artwork inspired by molas, honoring the traditional textile art of the Indigenous Guna people of Panama and its cultural significance. Through this creative activity, students built collaboration and critical thinking skills while exploring artistic expression. A colorful way to learn, create, and celebrate!

Stronger Together, Making a Difference at NOC New Oaks on Hilton Head!

At NOC, we believe that great things happen when a community comes together!

Our amazing volunteers play a vital role in our program, making a meaningful difference every day in our children’s learning and growth.

We are also incredibly grateful for our wonderful parents and families who support us daily by providing snacks, lending a helping hand, and always being there whenever we need them.

This is what community is all about: people coming together, sharing their time, love, and kindness to make a positive impact in the lives of our children.

Because when we work together, we make a difference that goes far beyond the classroom.

We appreciate our volunteers, donors, partners and funders for being caring neighbors.
