The Pennsylvania Coalition Against Domestic Violence (PCADV) is a private, nonprofit organization with a statewide office in Harrisburg and a network of 59 community-based domestic violence programs across PA. PCADV administers the statewide contract for domestic violence services, conduiting more than $20 million from the Pennsylvania Department of Welfare to local programs each year. In this cap

acity, PCADV develops and conducts skills-based training for program staff and volunteers, creates new models of service delivery, and provides on-going technical assistance to assure the quality and integrity of services that are culturally-competent and accessible to all victims, regardless of age, gender, ethnicity, race, religion, ability, sexual identity or economic status.

Thank you to everyone who joined us for yesterday’s joint press conference and helped amplify the urgent need for sustained funding for victim services in Pennsylvania.

We are grateful to each speaker, advocate, survivor, and partner who shared their voices and stood together in support of survivors and the programs that serve them.

A special thank you to Ismail Smith-Wade-El Smith-Wade-El for his powerful remarks and for sharing the story of a survivor he came to know through his work. His reflections on that survivor’s journey underscored a critical truth: when survivors have access to the resources and support they need, lives can be transformed.

Together, we will continue advocating for a state budget that fully funds the services survivors rely on every day.

June is Gun Violence Prevention Month, and we're proud to share that PCADV has been awarded a three-year Violence Intervention and Prevention (VIP) grant through PCCD.

Over the next few months, we'll highlight one of the programs that was awarded the grant, starting with Domestic Abuse Project of Delaware County, Inc.

Through this funding, DAP will expand firearm-specific education and outreach to help prevent gun violence in underserved communities.

Because gun violence and domestic violence are deeply connected, investing in prevention, education, and community-based solutions helps create safer communities for everyone.

Domestic violence survivors are the largest group waiting for housing resources in Pennsylvania, and they wait longer than anyone else. Survivors need a network of services and support to remain safely housed and rebuild lives free from abuse.

The needs are clear, and the funding must follow. Increase the DHS domestic violence line item by $8 million.

Too often, harmful expectations around masculinity discourage men from speaking openly about mental health, trauma, and abuse. Survivors deserve spaces where they can be heard, believed, and supported without judgment.

Behind every statistic is a survivor seeking safety, support, and hope.
Pennsylvania’s domestic violence programs served more than 86,000 victims in 2024, yet thousands of requests for help still went unmet because of limited resources.

Every unanswered call and unmet request is a reminder that survivor services need sustained investment and support.

We must continue building a Commonwealth where every survivor can access the help and resources that they need, when they need it.
