The Pennsylvania Coalition Against Domestic Violence (PCADV) is a private, nonprofit organization with a statewide office in Harrisburg and a network of 59 community-based domestic violence programs across PA. PCADV administers the statewide contract for domestic violence services, conduiting more than $20 million from the Pennsylvania Department of Welfare to local programs each year. In this capacity, PCADV develops and conducts skills-based training for program staff and volunteers, creates new models of service delivery, and provides on-going technical assistance to assure the quality and integrity of services that are culturally-competent and accessible to all victims, regardless of age, gender, ethnicity, race, religion, ability, sexual identity or economic status.

PCADV is standing alongside a nationwide coalition of nonprofit organizations and state domestic violence and sexual assault coalitions to challenge unlawful grant restrictions imposed by the U.S. Department of Health and Human Services (HHS).

These restrictions threaten critical funding and could prevent organizations from providing essential services to survivors, transgender individuals, and other vulnerable communities.

All survivors deserve access to safety, support, and services without discrimination. We are committed to protecting the resources and organizations that make that possible.

PCADV Chief Housing and Policy Officer Alexandra Cantrell joined The Commonwealth Beat with host Laura LeBeau and Domestic Violence Intervention of Lebanon County (tag) on Sunday. We are so grateful to the program for highlighting Domestic Violence Awareness Month and for elevating the dire need for an increase to the domestic violence line item in next year’s state budget. 💜

is more than a theme; it’s a reality. And this last week has highlighted that throughout the state, there have been a number of DV-related incidents and deaths. Domestic violence doesn’t discriminate, and we extend our thoughts to the victims, survivors, families, and communities affected by these tragedies. Every individual deserves to feel safe in their home and relationships. We must continue to elevate awareness and support survivors always.

As advocates, we support domestic violence survivors by supporting laws and policies that center their ability to safely access reproductive health care. Pregnancy can prevent survivors from leaving abusive relationships and can even increase the severity of abuse, and survivors deserve options.

A federal court has ruled in favor of domestic violence and sexual assault coalitions and providers, protecting critical federal funding for services that survivors rely on.

The ruling permanently blocks unlawful conditions placed on these grants, helping ensure survivors can continue accessing lifesaving support without discriminatory restrictions.

We’re grateful to The New York Times for highlighting this important decision and the impact it has on survivors and the organizations that support them.

Election season will be here sooner than we know it.

Domestic violence programs can play an important role in helping survivors access the information and resources they need to participate in the voting process.

Important dates:
• Voter registration deadline: October 19, 2026
• Mail-in/absentee ballot application deadline: October 27, 2026
• Election Day: November 3, 2026

Programs can also help survivors check their voter registration status and learn more about Pennsylvania’s Address Confidentiality Program and the support available through the Office of the Victim Advocate.

Survivors can register even without a permanent address and can take steps to protect their privacy and safety when voting, including through Pennsylvania’s Address Confidentiality Program.

Every voice matters. Every vote matters.
