As many of you are aware, Proposition R did not pass on April 7, 2026. This outcome has resulted in a significant reduction in funding for the Workshop. As a result, we are now faced with the difficult task of scaling back operations while seeking new ways to preserve employment opportunities for individuals with disabilities in Marion County, and to continue serving the community to the best of our ability.
In speaking with members of the community, it became clear that there was considerable confusion surrounding the proposition. Some believed it involved an increase to the existing $1.90 fee, others thought it introduced a new tax, and some assumed it would raise their HBPW bill overall. When it was clarified that the measure was simply a continuation of the current $1.90 fee supporting the Workshop, many expressed that they would have voted in favor.
Placing Proposition R back on the ballot for August would cost 2 Rivers approximately $10,000. As this expense has never previously been required, it is not accounted for in our current budget. In response, we have made substantial reductions in order to continue providing employment for disabled citizens and to maintain recycling services for the residents of Hannibal, albeit at a reduced level.
We are actively exploring potential changes to our operations; however, given the unexpected nature of this funding loss, any significant transition will take time.
