As we head into Labor Day weekend, we’re continuing our look at the people who build and support the infrastructure that keeps Southern California and our nation moving.

For more than two decades, LIUNA Local 1309 member Phan Prum has helped build the freeways, bridges and infrastructure that connect our communities to one of the most important supply chain systems in the world.

Today, as a foreman working on the new Shoemaker Bridge near the Port of Long Beach, Phan sees firsthand how our ports, railways and highways work together and the role a skilled workforce plays in keeping goods moving.

As Phan puts it: “We build America, and we keep America moving.”
His story is also at the heart of an upcoming Los Angeles Business Journal op-ed, “Good Jobs Need Industrial Ground to Stand On,” from SCDCL Business Manager Jon P. Preciado and Supply Chain Federation and NAIOP SoCal CEO Tim Jemal.

The op-ed shows the important connection of protecting Southern California’s industrial ecosystem and how it protects the good-paying careers and opportunities it supports for working families and the next generation.

We build our communities. We deserve a voice in their future.

Our LIUNA members don’t just build the homes, roads, schools, and infrastructure our communities depend on. We live here, raise our families here, and see firsthand the impact these projects have on the places we call home.

Prop 45 changes the rules for how major projects move forward, reducing the opportunities for local communities to weigh in on decisions that shape where we live and work.

California needs to keep building and investing in its infrastructure. We’re ready to build. But building faster shouldn’t mean leaving workers and local communities out of the conversation.

We build here. We live here. Our voices matter.

This December, we’re proud to celebrate the 30th Anniversary of the Mike Quevedo Sr. Scholarship Fund Golf Tournament at Indian Wells Golf Resort.

For three decades, our LIUNA family, contractors, partners, and supporters have helped make this tradition possible. Together, we’ve awarded more than 2,000 scholarships and over $6.6 million to help the children of Southern California Laborers pursue their education.

On December 3, 2026, we’ll come together to celebrate that legacy, recognize those who have supported the Scholarship Fund over the years, and continue creating opportunities for the next generation.

Behind the infrastructure that keeps Southern California moving are skilled men and women who show up every day to build it.

LIUNA Local 1309 member Anna Aguirre is part of that workforce at the Port of Long Beach. From grading and demolition to concrete, asphalt, and roadwork, Anna has continued to learn her craft, take on new challenges, and build the skills that keep projects moving.

As a woman in the trades, Anna knows the work isn’t easy but her approach is to work hard, keep learning, and take in as much knowledge as you can.

We’re excited to share a first look at a conversation we’ve been looking forward to.

SCDCL Business Manager Jon P. Preciado joined Dr. Noel Hacegaba, CEO of the Port of Long Beach, and Tim Jemal, CEO of the Supply Chain Federation, for a wide-ranging conversation about the system behind Southern California’s economy and the people who make it work.

From the goods that arrive at our ports to the infrastructure and skilled workforce that help move them across the country, our conversation explored how labor, industry, and our ports work together, where we go from here, and the opportunities we’re creating for the next generation.

The Southern California District Council of Laborers is proud to endorse Ralph Velador for Palmdale School District Board of Trustees, Area 1.

As our Organizing Coordinator for the Laborers Pacific Southwest Regional Organizing Coalition, Ralph has been a strong advocate for working families and the communities we serve.

A proud veteran and Commander of American Legion Post 348 he helped lead efforts to support local veterans, including partnering with our LIUNA Local Unions to provide essential services and resources to veterans in Palmdale through Laborers Rising.
While on the Palmdale School District Board of Trustees has helped modernize his district’s facilities while bringing in quality union construction jobs which benefit students, workers, and the entire community.

At SCDCL, we know that investing in students, supporting working families, and strengthening our communities is how we build a strong future. Ralph Velador has dedicated his career to those values, and we’re proud to endorse him for Palmdale School District Board of Trustees, Area 1.

Building Southern California Together
The people building Southern California’s future deserve to have their stories told.

LIUNA Local 1309 member Walter Corona shares how a career in the trades transformed his life, created opportunities for his family, and gave him the chance to help build the infrastructure that connects Southern California to the rest of the nation.

From the ports and rail network to highways, bridges, and industrial projects, our members do more than build infrastructure, they’re building stronger families, stronger communities, and a stronger Southern California. Walter’s work on the Port of Los Angeles Railyard Expansion Project is helping expand the rail infrastructure that moves goods from our ports to communities across the country.

Building Southern California Together is an ongoing series exploring the people behind our region’s industrial ecosystem, bringing together the voices of LIUNA members, industry, labor, and port leaders to share how workforce, infrastructure, and collaboration shape Southern California’s future.

Long before a ship reaches the harbor, the work has already begun.

Following the release of The Industrial Ecosystem of Southern California, a white paper from the Supply Chain Federation developed in collaboration with Beacon Economics and the Pepperdine School of Public Policy, we traveled to the Catalina Quarry to hear from the LIUNA members of Local 1309 whose work helps build and maintain Southern California’s critical infrastructure.

The stone produced here becomes part of the breakwaters that protect Southern California’s ports and harbors. It’s infrastructure most people never think about, built by people whose work keeps our region moving.

We look forward to sharing more of the stories behind the people and projects that build, protect, and strengthen our region.

Recently, members of LIUNA Local 1309 came together for Laborers Rising Foundation Training, investing their own time to strengthen their knowledge, leadership skills, and commitment to our UNION.

Through instruction from our Organizers, open discussions and shared experiences, members were taught by those who have built careers with LIUNA, learning the history, purpose, and responsibility of union membership. From new apprentices to longtime members, this training showed them a stronger union begins with engaged, educated members.

By educating our membership today, we’re training those who will help strengthen Local 1309 and continue moving LIUNA forward for generations to come.
