To provide public events, addressing the need for renewable community support and commerce opportunities. To provide a wide range of classes on diverse topics to strengthen women-to-women bonds; arts, business, community, and personal. To provide retail space to encourage business self-sufficiency, knowledge, and marketing participation. To provide a welcoming environment for women to make connections for personal, business, and community inquiries. Operating a legal food business is about more than just avoiding a ticket; it is the fundamental way you protect your customers' lives and your own financial future. When you operate under the radar, you bypass the safety checks, like proper refrigeration temperatures and cross-contamination protocols, that prevent outbreaks of E. coli, Salmonella, and Listeria.

Why It Is Important to Operate Legally
Public Health: Professional kitchens are designed to prevent foodborne illness. Home kitchens often lack the commercial-grade sanitation (like 3-compartment sinks or high-temp dishwashers) required to kill pathogens.

Liability Protection: If a customer gets sick from your food and you are unpermitted, your personal assets are at risk. Insurance companies will generally not cover claims for an illegal business.

Brand Longevity: One shut down notice from the health department on social media can permanently destroy your reputation.

Economic Support: Being legal allows you to scale, apply for grants, and partner with reputable vendors or delivery apps.

Key Codes for "Illegal" Food Businesses

In the United States, food regulations are primarily managed at the state level through a version of the FDA Food Code. Since many major enforcement precedents come from California (the California Retail Food Code or CalCode), its sections are often cited as the standard for what constitutes an illegal operation
Operating Without a Permit HSC § 114381 It is unlawful to operate a food facility without a valid permit issued by the enforcement agency.
Unhygienic Preparation HSC § 114250 Food must be prepared in a permanent food facility or an approved home kitchen. Preparing at-risk foods in a standard home kitchen is a violation.
Mislabeling/Truth in Menu HSC § 114087 Offering food for human consumption in a way that misleads the consumer is a misdemeanor.
Adulterated Food HSC § 113967 Selling food that is contaminated, spoiled, or produced in unsanitary conditions.
Refusal of Inspection HSC § 114390 Enforcement officers have the right to inspect any facility suspected of being a food business; refusing entry can lead to immediate permit revocation or criminal charges.
Misdemeanor Charges: Under HSC § 114395, most violations of the retail food code are considered misdemeanors, punishable by fines ($25 to $1,000) and/or up to 6 months in jail.
Civil Penalties: Many jurisdictions charge triple the permit fee as a fine for operating without one.
Immediate Closure: Under HSC § 114409, an inspector can "red tag" and shut down your operation immediately if they find an "imminent health hazard" (like lack of hot water or vermin).
The Riverside County Department of Environmental Health (DEH) has a dedicated system for "Unpermitted Vendors."

2026 marks 115 years since the first International Women’s Day in 1911, over a century of organized persistence.
We often celebrate the icons, but IWD honors the billions of women who have been giving for centuries without receiving. This year is a global acknowledgement that the modern world was built on the unpaid givingof women care, emotional labor, and community building. We are finally starting to pay that debt by giving back the recognition they deserve.

Be part of history in Hemet! The City of Hemet in collaboration with community partners is proud to launch the Valley’s FIRST Community Voice Public Mural and we’re looking for Emerging Artists (ages 16+) to join the mural team led by artist Rosy Cortez.


Selected artists will have the opportunity to:

✅ Receive mentorship from a professional muralist
✅ Contribute to a community-driven design process
✅ Be part of a permanent public art installation in Hemet
