Federal policymakers are shaping the future of disaster response and recovery programs. For utilities, these ongoing discussions underscore the importance of clear, consistent, and efficient federal processes, especially now that the Atlantic hurricane season is here. Last year, the House Committee on Transportation and Infrastructure overwhelmingly passed H.R. 4669, the Fixing Emergency Management for Americans Act of 2025, which includes reforms that would clarify, simplify, and reduce regulatory risk from the process of receiving and putting to use FEMA Public Assistance funds. More recently, the FEMA Review Council released its final report outlining recommendations to restructure the agency’s programs, including steps that could affect how utilities access support during emergencies and how they are reimbursed for expenses afterward.
