American Public Power Association The American Public Power Association is the voice of not-for-profit, community-owned utilities nationwide.

Public power serves 54 million people in 2,000 towns and cities nationwide and employs 96,000 people. The Association was created in 1940 as a nonprofit, non-partisan organization to advance the public policy interests of its members and their consumers, and provide member services to ensure adequate, reliable electricity at a reasonable price with the proper protection of the environment. Policy

positions emphasize the importance of hometown decision making that puts customers first and ensures a stable supply of electricity while protecting the environment. Since two-thirds of public power systems do not generate their own electricity and instead buy it on the wholesale market for distribution to customers, securing competitively priced and reliable wholesale power is a priority. The Association participates in a wide range of legislative and regulatory forums. It advocates policies that:

-ensure reliable electricity service at competitive costs;
-advance diversity and equity in the electric utility industry;
-promote effective competition in the wholesale electricity marketplace;
-protect the environment and the health and safety of electricity consumers; and
-safeguard the ability of communities to provide infrastructure services that their consumers require.

The Senate Energy and Natural Resources Committee has approved the FLOWS Act (S. 3518), a bipartisan bill that would help streamline federal oversight of hydropower projects. APPA supports this legislation and thanks Senators Lisa Murkowski (R-AK) and Angus King (I-ME) for their leadership. Hydropower plays a vital role in keeping electricity reliable and affordable. By reducing unnecessary administrative requirements for routine maintenance and minor updates, the FLOWS Act would help project owners focus on keeping the power flowing. Energy affordability was a central focus of discussions at the National Conference of State Legislatures Energy Supply Task Force meeting in New Orleans last week. Thanks to Randy Reed of the Louisiana Energy and Power Authority for providing a perspective during a panel discussion on rising energy costs, highlighting the real-world challenges utilities face, from aging infrastructure and growing demand to extreme weather impacts, and the importance of policies that support cost mitigation and long-term resilience. Federal policymakers are shaping the future of disaster response and recovery programs. For utilities, these ongoing discussions underscore the importance of clear, consistent, and efficient federal processes, especially now that the Atlantic hurricane season is here. Last year, the House Committee on Transportation and Infrastructure overwhelmingly passed H.R. 4669, the Fixing Emergency Management for Americans Act of 2025, which includes reforms that would clarify, simplify, and reduce regulatory risk from the process of receiving and putting to use FEMA Public Assistance funds. More recently, the FEMA Review Council released its final report outlining recommendations to restructure the agency’s programs, including steps that could affect how utilities access support during emergencies and how they are reimbursed for expenses afterward. APPA continues to monitor these developments and advocate for policies that support utility resilience and community recovery. Read more:
