On August 18, Fairfax-based Van Metre Companies announced the acquisition of a 110 townhome development site at Alexandria’s WestEnd. The former home to Landmark Mall will feature three-level townhomes with front and rear terraces with private parking garages. Construction hasn’t started yet on the project, and the company said it will start reserving homes for contract next spring.
Kevin Campbell of Van Metre Companies stated “WestEnd is being built into one of the most significant mixed-use redevelopments in the Washington region, anchored by a new hospital campus and hundreds of new residential units already underway.”
When completed, the 52-acre WestEnd site will be home to more than 2,500 new residential units, the new Inova Alexandria Hospital at Landmark, 300,000 square feet of retail, four acres of parks, open space, and a transit hub. The city is also considering relocating one of its fire stations to the area.
Developers broke ground on the first 390-unit residential building at WestEnd in June and expect to complete it in 2028. Inova Health System is also targeting completion of the four-building hospital campus by 2028.

Duke Street Land Use Plan DRAFT Recommendations Extends Public Comment Period through September 15.

On July 20, the Department of Planning and Zoning (P&Z) released the Working Draft Recommendations and their associated Figures and Maps for the Duke Street Land Use Plan. The recommendations contain a lot of information. In order to provide community members enough time to ask questions and submit feedback, the public comment period has been extended through September 15.
Here are some ways to provide feedback.

CaringU is Alexandria’s free learning institute designed to foster positive community connections and youth development. CaringU hosts both virtual and in-person courses as well as asynchronous online courses to complete on your own schedule – and is adding new courses every month. Duke Street Land Use Community Meeting #8

On August 5, 2026, the 8th community meeting on the Duke Street Land Use Plan will be held at 6:30 pm via Zoom. An overview of the Working Draft Recommendations and Figures will be provided, followed by an Q&A session.

Upcoming Gas-Powered Leaf Blower Ban Meeting

A meeting on the upcoming gas-powered leaf blower ban will be held in person and virtually next Tuesday, July 21, from 7-8 pm. The ban takes effect in November 2026.

City staff will present information about the ban, including benefits, enforcement policies, options for alternatives to gas-powered machines, and how to dispose of prohibited equipment. They will also be available to answer questions from the community after the presentation.

The meeting will be at Charles Houston Recreation Center in the Preschool Activity Room.

Virginia Paving City Council Hearing July 1, 2026

All -

We are more than pleased to inform you that last night, the City Council, following the recommendation by the Planning Commission and the letters and testimony we and our community submitted, denied Virginia Paving’s request to extend their current Special Use Permit (SUP) for another five years. The vote was six to zero, with one Council member abstaining.

Nineteen folks were slated to speak and all but three (as we recall) urged Council to enforce the current SUP which required the asphalt plant to cease operation by January 1, 2027. They listened! They did the right thing and stood up for residents in a decision that, from a political perspective, was not an easy one to make. The next step is for Council to rezone the property from industrial to mixed use.

We are grateful to all of you for stepping up to the plate. United we stand!

Alexandria City Council denies Virginia Paving's extension request, upholds 2027 closure deadline

Act Today! Stop Virginia Paving’s Asphalt Plant from Destroying the Vision of the Eisenhower West Small Area Plan

Virginia Paving wants a five year extension of its SUP and this matter is docket item 22 for the City Council hearing tomorrow, July 1.

Virginia Paving’s SUP was unanimously approved by both Planning Commission and Council in 2019. The new SUP added a sunset clause requiring the asphalt plant to relocate by January 1, 2027 because Planning Commission and Council determined that its heavy industrial uses were (1) incompatible with the Eisenhower West Small Area Plan and (2) incompatible with the ensuing and foreseeable development and redevelopment in the area.

However, Virginia Paving wants to violate their SUP and has asked for a five year extension. The Cameron Station Civic Association, Summer’s Grove Homeowners Association and a number of developers with projects in Alexandria’s West End oppose the five year extension. The Planning Commission, on June 22, also unanimously opposed the extension.

We encourage you to speak at the meeting or to send a letter to City Council. To speak in person at the meeting, you need to submit a speaker's form. To speak at the meeting via Zoom, you need to submit both a speakers form and a registration form. and register.

There was an error posted regarding instructions to participate in July 1 Council hearing.

II wrote that in order to speak in person at the hearing, you must both fill out the speaker form AND register.

I was incorrect. If you want to speak in person, you need only submit the speakers form. If you want to speak via zoom, you need to fill out both the speaker form and registration form.

Speaker Bio

Sarah Bagley is currently serving as Vice Mayor on the Alexandria City Council. Originally from Virginia Beach, Virginia, Sarah has been actively involved with local voter engagement and activism work since relocating to DC in 2003 and Alexandria in 2016. In addition to her work for the City Council, Sarah is the Executive Director of a non-profit that provides supportive services to residents living in affordable housing communities around the country. Sarah also sits on several boards and commissions.

Vice Mayor Bagley has been on the City Council since 2021. After winning the most votes in the November 2024 general election, she was elected to the position by her fellow City Council members.

Prior to her election, Sarah was active with the Alexandria Democratic Committee project which focused on engaging people locally, regionally, and nationally in the electoral process. She also worked for several years for a local group advocating at the state, local and federal levels for measures aimed at reducing gun violence and raising awareness about gun safety.

Sarah is a graduate of The College of William and Mary and received a law degree from The Catholic University Columbus School of Law.
