Speaker Bio

Sarah Bagley is currently serving as Vice Mayor on the Alexandria City Council. Originally from Virginia Beach, Virginia, Sarah has been actively involved with local voter engagement and activism work since relocating to DC in 2003 and Alexandria in 2016. In addition to her work for the City Council, Sarah is the Executive Director of a non-profit that provides supportive services to residents living in affordable housing communities around the country. Sarah also sits on several boards and commissions.

Vice Mayor Bagley has been on the City Council since 2021. After winning the most votes in the November 2024 general election, she was elected to the position by her fellow City Council members.

Prior to her election, Sarah was active with the Alexandria Democratic Committee project which focused on engaging people locally, regionally, and nationally in the electoral process. She also worked for several years for a local group advocating at the state, local and federal levels for measures aimed at reducing gun violence and raising awareness about gun safety.

Sarah is a graduate of The College of William and Mary and received a law degree from The Catholic University Columbus School of Law.

The April 21, 2026, Special Election will include a contest for a Member of City Council as well as a proposed statewide constitutional amendment. Any qualified Virginia voter may vote in this election.

Applications to request a mail-in ballot must be received in the Office of Voter Registration & Elections by 5 p.m., Friday, April 10.
The deadline to vote early is Saturday, April 18, at 5 p.m. at the Office of Voter Registration (132 N. Royal St., Suite 100.) Mail ballots returned by mail must be: postmarked on or before April 21, 2026, and received by 12 p.m. on Friday, April 24, 2026. For more information, go to:

April 15, 2026, is the deadline to submit comments on three design concepts for bicycle and pedestrian changes along South Van Dorn Street between Eisenhower Avenue and McConnell Avenue. The design concepts strictly focus on pedestrian and bike travel rather than travel by car along one of the most congested sections of South Van Dorn Street. Duke Street Land Use Community Virtual Meeting April 22, 2026.

April 22, 2026, 6:30 - 8:30 pm, online via Zoom. Duke Street Land Use Plan Community Meeting #5 on April 22, 2026, will introduce the draft framework elements of the future Plan for Duke Street, including proposed Building Heights, Land Use, the Mobility Network, and the Open Space Network. Ben Brenman Park Maintenance

All -

Deputy Director, Park Services, Jack Broward, was informed residents in Cameron Station were concerned with the mowing activity in Ben Brenman Park. He then reached out to explain what’s going on in the Park.

The meadow is not being removed and is receiving mowing and maintenance consistent with best management practices. Meadows generally receive one mowing annually to promote new and strengthen growth, and to mitigate invasive plant material. Following this mowing, the City will maintain a walking path through the meadow consistent with past years.

With the retirement of the previous natural resource manager, Broward has stated there’s been a one to two season delay in this maintenance.

Per the City website, this project involves an update to the 2013 Housing Master Plan by establishing a vision, goals, tools and policy recommendations to address housing needs through 2040. The outcome of this plan will directly affect the amount of traffic and density that can surround Cameron Station. The Department of Planning and Zoning is holding a virtual-only community update on March 17, 2026, at 6 pm. The meeting will include information about land use (including updates on Duke Street), multimodal design, redevelopment projects, and transportation planning.

Members of the Community are invited to learn about construction planned to modify the ramp leading from I-395 North to eastbound Duke Street at a pre-construction meeting on March 5, 2026, from 6 - 7 pm. It will be held at Charles Beatley Central Library Multipurpose Room located at 5005 Duke Street.

February 15, 2026: Deadline to postmark request for a public hearing on the Duke St - W Taylor Run Pkwy Intersection Improvement Project. The plans are available for review on the project webpage at alexandriava.gov/go/2399. Spring 2026: Expected to occur early this Spring, trail improvements in Ben Brenman Park are coming! Improvements will include fitness equipment, trees, and shrubs. The approved fitness equipment includes a three-person combo fitness station, parallel bars and an exercise bench. The City will install a handful of native trees and plants, including both ornamental trees and larger shade trees. The improvements are the result of a survey conducted in 2025.
