OLONGAPO CITY β€” Emergency vehicle drivers of the Subic Bay Metropolitan Authority (SBMA) participated in the Emergency Vehicle Operator’s Course (EVOC) facilitated by the Olongapo City Disaster Risk Reduction and Management Office (CDRRMO) as part of efforts to strengthen emergency response capabilities.

The five-day training program runs from March 10 to March 14, 2026, bringing together emergency responders to improve their competence in operating emergency vehicles safely during disaster and emergency response situations.

According to DRRM Officer Jeffrey C. Lapid, the training includes both classroom and practical sessions. Classroom lectures are being conducted at the Auditorium of the Olongapo Civic Center, while hands-on driving exercises are held at the open lot in front of Subic Park Hotel in the Subic Bay Freeport Zone, with practical training activities conducted starting March 11, 2026.

The EVOC program is designed to equip responders with essential skills needed when operating emergency vehicles such as ambulances, fire trucks, and police units. The training focuses on enhancing driver safety awareness and ensuring proper vehicle operation during emergency situations where quick response is critical.

Participants undergo classroom discussions covering defensive driving techniques, traffic regulations, and risk management, followed by practical driving exercises. These include vehicle maneuvering, backing procedures, and simulated emergency response driving, which are essential skills for emergency responders.

Officials said the EVOC training aims to reduce accidents involving emergency vehicles while improving the efficiency and safety of response operations during disasters, emergencies, and rescue missions.

The training is part of continuing disaster preparedness efforts by the Olongapo CDRRMO to ensure that emergency responders and support personnel are well-trained and equipped to serve the community during critical situations.

The driver of a Barangay Patient Transport Vehicle (PTV) was issued a penalty ticket after being flagged down by DOTr-SAICT enforcers inside the exclusive EDSA Bus Lane.

During inspection, enforcers confirmed there was no emergency and no patient onboard.

Despite the vehicle being marked as an β€œambulance” and operating with its emergency lights activated, the driver allegedly admitted that he has never held a driver’s license.

Instead, he presented a student-driver’s permit with an expiry date of October 2025, along with a Barangay ID indicating he is a designated driver.

Edit: originally this post said the plates were confiscated as part of a technical impounding. While the plates were removed, it seems like they were re-attached to the vehicle before the driver left. It appears that the enforcers did not proceed with the technical impounding.

Enforcers also noted that while the vehicle is marked as an β€œambulance”, its registration shows it is officially registered as a patient transport vehicle.
