IBP La Union Joins MOA Signing for Project SIKAP-LINAK

On May 4, 2026, the Integrated Bar of the Philippines (IBP) La Union Chapter, represented by Chapter President Atty. Myra-Diwata A. Rivera-Caroy and Director Atty. Nancy Lopez Bilaoen, participated in the Memorandum of Agreement (MOA) Signing for Project SIKAP-LINAK held at Robinsons Place La Union.

The activity gathered various government agencies and partner institutions in a unified effort to strengthen community-based programs and inter-agency collaboration for the welfare of fisherfolks and coastal communities. Among the participating agencies and organizations were the Philippine Coast Guard (PCG), Philippine National Police Maritime Group (PNP-MG), Department of Health (DOH), Department of Social Welfare and Development (DSWD), Technical Education and Skills Development Authority (TESDA), IBP La Union Chapter, Ilocos Training and Regional Medical Center (ITRMC), Technical Rehabilitation Center (TRC), and the Bureau of Fisheries and Aquatic Resources (BFAR).

The MOA signing formed part of the opening activities for the 2026 Month of the Ocean and Fisherfolk Month. The event highlighted the importance of collective action among public institutions, civic organizations, and stakeholders in promoting sustainable community development, legal empowerment, and support services for fisherfolk and coastal communities.

Through its participation, IBP La Union reaffirmed its commitment to public service and meaningful partnerships anchored on its continuing mission of fostering a โ€œCommunity with a Purpose.โ€ The Chapter likewise emphasized the role of the legal profession not only in the administration of justice, but also in advancing accessible programs and responsive initiatives that directly benefit marginalized sectors.

The presence of IBP La Union in the ceremonial signing underscored the organizationโ€™s continuing support for multi-sectoral partnerships aimed at strengthening public awareness, legal assistance, and community engagement throughout the province.

IBP La Union Provides Legal Assistance at San Fernando City Job Fair

The Integrated Bar of the Philippines (IBP) La Union Chapter participated in the San Fernando City Job Fair on May 1, 2026, at Robinsons Place La Union, in line with its theme, โ€œCommunity with a Purpose.โ€

IBP La Union volunteer lawyers provided free legal consultation to first-time jobseekers and other applicants. They addressed concerns on employment contracts, workersโ€™ rights, pre-employment requirements, and labor standards.

The activity supplemented the job fair by giving applicants access to legal guidance as they sought employment. It also helped participants better understand their rights and obligations in the workplace.

Through its participation, the IBP La Union Chapter continued its efforts to make legal services accessible to the public. The activity reflects its commitment to service beyond the practice of law.

IBP LA UNION: Community with a Purpose in Action

On April 16, 2026, the Integrated Bar of the Philippines โ€“ La Union Chapter once again brought its mission of service beyond the courtroom and into the community through a meaningful Jail Visit and Legal Lecture held at the San Fernando City Jail.

Led by IBP La Union volunteer lawyers, together with SLC Law CLEP trainees, the activity aimed to empower Persons Deprived of Liberty (PDLs) through legal education and direct assistance. The initiative reflects the Chapterโ€™s continuing commitment to its guiding principle โ€” โ€œCommunity with a Purpose.โ€

The activity featured informative lectures on two significant laws protecting human dignity and rights:

* Republic Act No. 9262 or the Anti-Violence Against Women and Their Children Act, which provides legal protection against abuse and violence within intimate and familial relationships; and
* Republic Act No. 11313 or the Safe Spaces Act, which penalizes gender-based sexual harassment in public spaces, workplaces, and online platforms.

Through these discussions, participants helped deepen the PDLsโ€™ understanding of their rights, responsibilities, and the legal remedies available to them.

In addition to the lectures, the team conducted free legal consultations, addressing various concerns of the PDLs. This provided a valuable opportunity for individualized guidance, ensuring that legal assistance reached those who need it most, especially those with limited access to counsel.

More than just a learning session, the activity served as a reminder that the law is not only a tool for justice but also a bridge for compassion, rehabilitation, and hope.

IBP La Union Holds Symposium on Anti-Drunk and Drugged Driving Law for Philippine Coast Guard Personnel

As part of its commitment to building a โ€œCommunity with a Purpose,โ€ the IBP La Union Chapter and DMMMSU-MLUC College of Law conducted a symposium on Republic Act No. 10586, also known as the Anti-Drunk and Drugged Driving Act of 2013, on April 14, 2026 at Philippine Coast Guard Station, Poro Point.

The symposium was attended by members of the Philippine Coast Guard and aimed to strengthen their knowledge of the law, promote responsible conduct, and emphasize their vital role in ensuring road safety and public welfare.

IBP La Union Chapter volunteer lawyers led the discussions, with the support of DMMMSU College of Law CLEP trainees and students. Topics included the essential provisions of RA 10586, such as prohibited acts, testing procedures, penalties, and the responsibilities of drivers under the law.

Through initiatives anchored on its vision of a Community with a Purpose, the IBP La Union Chapter remains steadfast in advancing legal literacy and fostering meaningful partnerships with our uniformed services in the pursuit of a safer and more law-abiding community.

IBP La Union Conducts Symposium on Anti-Drunk and Drugged Driving Law for Philippine Air Force Personnel

In line with its mission of being a โ€œCommunity with a Purpose,โ€ the IBP La Union Chapter and the DMMMSU-MLUC College of Law conducted a symposium on Republic Act No. 10586, otherwise known as the Anti-Drunk and Drugged Driving Act of 2013, on April 13, 2026 at Wallace Air Station.

The activity was attended by personnel of the Philippine Air Force, with the aim of enhancing their awareness and understanding of the law, particularly in promoting responsible driving and ensuring public safety.

The symposium was facilitated by IBP La Union Chapter volunteer lawyers, in collaboration with DMMMSU College of Law CLEP trainees and students. The discussions focused on the salient provisions of RA 10586, including prohibited acts, procedures for testing, penalties, and the legal obligations imposed upon drivers.

Guided by its thrust of fostering a Community with a Purpose, the IBP La Union Chapter continues to bring legal education to the forefront of public service, working hand in hand with uniformed personnel in upholding discipline, accountability, and the rule of law.

Empowering Communities Through Awareness:
Symposium on RA No. 11930 in Balaoan, La Union

In a continuing effort to promote legal awareness and protect vulnerable sectors of society, the Integrated Bar of the Philippines (IBP) La Union Chapter, in partnership with the Balaoan Municipal Government and the Balaoan Municipal Social Welfare and Development Office, successfully conducted a Symposium on Republic Act No. 11930, otherwise known as the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act, on March 30, 2026, at the Balaoan Municipal Hall Annex.

The activity gathered women residents and mothers from the Municipality of Balaoan, equipping them with vital knowledge on the dangers, legal implications, and preventive measures against online sexual abuse and exploitation of children. The symposium underscored the crucial role of parents and guardians in safeguarding children in the digital age.

Law students from the DMMMSU-MLUC College of Law, serving as CLEP trainees, took the lead in delivering informative and engaging lectures on the salient provisions of RA No. 11930. Their discussions highlighted the nature of online exploitation, the liabilities of offenders, and the mechanisms available for reporting and intervention.

Volunteer lawyers from the IBP La Union Chapter were also present to provide free legal consultations to participants. Acting as supervising attorneys, they guided the CLEP trainees while ensuring that community members received accurate legal advice and assistance on concerns related to family, child protection, and other legal matters.

This collaborative initiative reflects the shared commitment of IBP La Union, DMMMSU-MLUC College of Law, and the Balaoan MSWDO to empower communities through legal education and accessible legal services. Community with a Purpose: Womenโ€™s Month Celebration for Female PDLs

In celebration of Womenโ€™s Month, the IBP La Union Chapter successfully conducted โ€œCommunity with a Purpose: Womenโ€™s Month Celebration for Female Persons Deprived of Liberty (PDLs)โ€ at the La Union Provincial Jail on March 23, 2026. The activity aimed to empower female PDLs through legal education, access to justice, and meaningful engagement with members of the legal profession.

A key component of the program was the provision of free legal consultation, where volunteer lawyers addressed the individual concerns of PDLs, offering guidance on their pending cases, legal rights, and possible remedies. This initiative underscored the commitment of the legal community to ensure that access to justice reaches even those in custodial settings.

The activity also featured informative lectures designed to raise awareness on laws protecting rights and promoting dignity. A session on Republic Act No. 9262 (Anti-Violence Against Women and Their Children Act) and Republic Act No. 11313 (Safe Spaces Act) was conducted for both female and male PDLs, emphasizing protection against gender-based violence and harassment.

Another lecture focused on Good Conduct Time Allowance (GCTA) Law, providing clarity on sentence reduction and the rights of PDLs in relation to good conduct credits.

The event was attended by dedicated volunteer lawyers, with the support and presence of Judge Romeo M. Atillo Jr., whose participation inspired both organizers and participants alike.

Law students from the Don Mariano Marcos Memorial State University โ€“ Mid-La Union Campus College of Law (DMMMSU MLUC CLEP) also took part as CLEP trainees, gaining valuable exposure to community-based legal service.

Through this initiative, the IBP La Union Chapter reaffirmed its commitment to inclusive legal service, ensuring that no sector, especially women in vulnerable circumstances, is left behind. Truly, this activity embodied the spirit of service and empowerment at the heart of Womenโ€™s Month: a community with a purpose.
