IBP La Union Recognized During National Blood Donors’ Month Celebration

The Integrated Bar of the Philippines-La Union Chapter was honored during the National Blood Donors’ Month Celebration and Stakeholders Recognition held on August 4, 2026 at the Speaker Pro Tempore Francisco I. Ortega Convention Center, City of San Fernando, La Union.

The recognition was given in appreciation of the Chapter’s steadfast support and meaningful contribution to blood donation and public health initiatives in the province. Atty. Myra-Diwata A. Rivera-Caroy (Chapter President) and Atty. Nancy Lopez Bilaoen (Director) represented IBP La Union in receiving the award.

This recognition affirms the Chapter’s continuing commitment to community service and its active partnership with government agencies, health institutions, and other stakeholders in promoting voluntary blood donation and saving lives.

IBP La Union extends its gratitude to the organizers for this honor and to all volunteer blood donors whose generosity gives hope and a second chance at life to countless patients.

The Integrated Bar of the Philippines – La Union Chapter will conduct a Necrological Service for the repose of the soul of Atty. Manuel “Lito” F. Bautista on 08 August 2026 (Saturday) at 2:00 P.M. at the Bautista Residence, Alcala, Luna, La Union.

Members of the Bar, relatives, friends, and the community are respectfully invited to join us in prayer and remembrance as we honor the life, service, and legacy of our departed colleague.

May the soul of Atty. Manuel “Lito” F. Bautista rest in eternal peace.

📢 Court Operations Suspended in La Union – August 5, 2026

Pursuant to Executive Order No. 42, Series of 2026, and Memorandum Nos. JR1-167-2026, JR1-168-2026, and JR1-169-2026, work and court operations in several first-level and second-level courts in La Union are suspended on Wednesday, August 5, 2026 due to the enhanced Southwest Monsoon (Habagat).
Affected courts include those in San Fernando City, Bauang, Agoo, Bacnotan, Aringay, Rosario, Sto. Tomas, Caba, Naguilian, Bagulin-Burgos, San Juan-San Gabriel, and Tubao-Pugo.

Courts will maintain a skeleton workforce for urgent matters such as bail, release orders, habeas corpus petitions, and similar urgent reliefs. Scheduled hearings will be reset, and concerned parties will be notified accordingly.

It is with profound sadness that the Integrated Bar of the Philippines-La Union Chapter joins the legal community in mourning the passing of Atty. Manuel “Lito” F. Bautista.

Atty. Bautista will be remembered not only as a member of the legal profession but also as a colleague whose life reflected dedication to the law and service to others. His contributions to the profession and the relationships he built throughout the years leave a legacy that will be fondly remembered by those who had the privilege of knowing and working with him.

On behalf of the officers, directors, and members of the IBP La Union Chapter, we extend our heartfelt condolences and deepest sympathies to his family, loved ones, friends, and colleagues during this time of grief. We pray that they may find strength, comfort, and peace in the cherished memories of a life well lived.

Viewing is at the Bautista Residence, Alcala, Luna, La Union from August 2 to 16, 2026. Interment is on August 17, 2026 (details will follow).

May the Lord grant eternal rest to Atty. Manuel “Lito” F. Bautista, and may perpetual light shine upon him.

IBP LA UNION REAFFIRMS COMMITMENT TO SENIOR CITIZENS THROUGH MOA WITH NCSC REGIONAL OFFICE I

The Integrated Bar of the Philippines (IBP) La Union Chapter and the National Commission of Senior Citizens (NCSC) Regional Office I formally strengthened their partnership through the signing of a Memorandum of Agreement (MOA) on July 28, 2026, at the Bauang Central National High School Gymnasium.

The MOA was signed by Commissioner Atty. Ma. Dolores M. Rigonan for NCSC Regional Office I and IBP La Union Chapter President Atty. Myra-Diwata A. Rivera-Caroy for the Chapter.

The agreement serves as a regional reaffirmation and implementation of the Memorandum of Agreement previously executed between the IBP National Office and the NCSC National Office, bringing their shared commitment to the grassroots level and ensuring that senior citizens in La Union have greater access to legal services.

Under the partnership, IBP La Union and NCSC Regional Office I shall collaborate in the implementation of two key initiatives:

⚖️ Legal Aid Caravans – Qualified senior citizens will be provided with free notarial services, legal consultations, and assistance in the preparation of simple contracts and affidavits, making essential legal services more accessible to the elderly.

⚖️ Lawyer of the Day Initiative (LODI) – Volunteer lawyers from the IBP La Union Chapter will be designated to render legal assistance at the NCSC Regional Office I, ensuring that senior citizens have regular access to legal advice and guidance whenever needed.

The partnership reflects the shared vision of both institutions to uphold the rights, dignity, and welfare of senior citizens through accessible legal services and sustained collaboration.

For the IBP La Union Chapter, the MOA likewise reinforces its commitment under its tagline “Community with A Purpose” thru meaningful public service by bringing the law closer to the communities it serves and ensuring that justice remains within reach of every Filipino, especially the elderly.

IBP LA UNION JOINS NATIONAL DISABILITY RIGHTS WEEK CELEBRATION, PROVIDES FREE LEGAL SERVICES TO PERSONS WITH DISABILITIES

In support of the observance of National Disability Rights Week, the Integrated Bar of the Philippines (IBP) La Union Chapter proudly participated in the celebration held on July 17, 2026 at SM City La Union.

The event was organized by the City Government of San Fernando, La Union in partnership with the Philippine Disability Affairs Office (PDAO), bringing together government agencies, partner organizations, and stakeholders in a shared commitment to uphold and promote the rights, welfare, and inclusion of persons with disabilities (PWDs).

As part of its continuing commitment to public service and access to justice, IBP La Union’s volunteer lawyers rendered free legal consultation and notarial services to PWDs and their families. The legal assistance desk addressed various concerns involving civil, family, labor, property, and other legal matters, while notarial services were likewise made readily accessible to qualified beneficiaries.

The Chapter’s participation reflects its steadfast dedication to making legal services more accessible to vulnerable and marginalized sectors of society. By bringing legal assistance directly to the community, IBP La Union continues to uphold its mission of promoting justice, protecting rights, and empowering individuals through the rule of law. IBP La Union remains one with the nation in recognizing the invaluable contributions of persons with disabilities and in advocating for an inclusive society where everyone is afforded equal opportunities, dignity, and respect.

IBP LA UNION BRINGS LEGAL SERVICES TO OFWs AND THEIR FAMILIES AT THE OWWA REGION I CARAVAN

The Integrated Bar of the Philippines (IBP) La Union Chapter participated in the OWWA Region I Caravan held on July 16, 2026 at the San Juan Multipurpose Gymnasium, reaffirming its commitment to making legal services accessible to overseas Filipino workers and their families.

Organized by the Department of Migrant Workers (DMW) Regional Office I, the caravan brought together various government agencies and partner organizations, including the IBP La Union Chapter, Department of Information and Communications Technology (DICT), PhilHealth, Social Security System (SSS), Pag-IBIG Fund, National Commission on Indigenous Peoples (NCIP), Department of Justice (DOJ) Action Center and Philippine National Red Cross, to deliver essential government services under one roof.

The activity benefited approximately 1,000 distressed Overseas Filipino Workers (OFWs), their family members, and qualified beneficiaries from across the Province of La Union.

Participants were provided access to government programs, social services, consultations, and legal assistance aimed at addressing their immediate concerns and promoting their welfare.

Representing the IBP La Union Chapter, volunteer lawyers provided free notarial services and legal consultations on various legal issues affecting OFWs and their families.

Through this initiative, the Chapter continues to uphold its mandate of advancing access to justice and extending meaningful legal assistance to underserved sectors of the community. IBP La Union remains steadfast in its commitment to partnering with government agencies and stakeholders in promoting responsive public service and ensuring that every Filipino—especially those who have sacrificed much in pursuit of better opportunities abroad—has access to competent legal assistance and the protection of their rights.

IBP LA UNION CHAPTER STRENGTHENS BARANGAY JUSTICE THROUGH ADR WORKSHOP FOR BARANGAY OFFICIALS AND LUPON MEMBERS

True to its commitment to fostering accessible, responsive, and community-centered justice, the Integrated Bar of the Philippines (IBP) La Union Chapter actively participated in the two-day Alternative Dispute Resolution (ADR) Workshop conducted for the barangay officials and Lupon Tagapamayapa members of all barangays of the City of San Fernando, La Union.

Held on July 7–8, 2026 at Ynad’s Place Hotel and Resort, the workshop brought together barangay leaders and Lupon members in a collaborative learning environment aimed at strengthening their knowledge and skills in amicably resolving disputes at the grassroots level.

Representing the IBP La Union Chapter as resource persons were Atty. Ronella Balbin-Concepcion and Judge Romeo M. Atillo Jr., who delivered comprehensive lectures on the principles and practical application of Alternative Dispute Resolution. Their discussions emphasized the vital role of mediation, conciliation, and effective communication in preserving harmony within communities while reducing the need for protracted litigation.

Complementing the lectures, volunteer lawyers from the IBP La Union Chapter served as workshop facilitators, guiding participants through interactive exercises, simulations, and practical case scenarios. Their hands-on mentoring enabled the barangay officials and Lupon members to apply ADR principles in realistic situations, enhancing their confidence and competence in handling disputes within their respective communities.

The activity reflects the IBP La Union Chapter’s unwavering commitment to promoting peace, justice, and the rule of law by empowering those who serve on the frontlines of community dispute resolution. By equipping barangay officials with practical ADR skills, the Chapter continues to support a justice system that is not only efficient but also compassionate and community-driven.

IBP LA UNION PROVIDES LEGAL ASSISTANCE DURING DMW–OWWA CARAVAN CONSULTATION MEETING

The Integrated Bar of the Philippines (IBP) La Union Chapter, through its volunteer lawyers, participated in the DMW–OWWA Caravan Consultation Meeting held on 29 June 2026 at J&V Hotel and Resort, reaffirming the Chapter’s commitment to bringing legal services closer to the people.

As part of the consultation meeting, IBP La Union rendered free legal assistance by entertaining legal queries from participants, many of whom sought guidance on concerns affecting overseas Filipino workers (OFWs), their families, and other labor- and civil-related matters. The volunteer lawyers provided legal information, clarified applicable laws and procedures, and directed participants to the appropriate legal remedies and government agencies whenever necessary.

The activity served as a valuable platform for promoting legal awareness and ensuring that members of the community have access to timely and reliable legal guidance. Through direct engagement with the public, the Chapter continues to uphold its mandate of making justice more accessible, particularly to sectors that may face legal challenges in protecting their rights and welfare.

IBP LA UNION STRENGTHENS BARANGAY JUSTICE THROUGH KATARUNGANG PAMBARANGAY ORIENTATION WORKSHOP

The Integrated Bar of the Philippines (IBP) La Union Chapter, through its volunteer lawyers, participated as resource speakers in the Orientation Workshop on the Katarungang Pambarangay Development Program and Budgeting held on 28–29 June 2026 at Ynad’s Place, Namtutan, City of San Fernando, La Union.

The two-day workshop gathered Lupon Tagapamayapa members and barangay officials from the Municipality of Bauang to enhance their knowledge, skills, and competencies in the effective implementation of the Katarungang Pambarangay System, particularly in the conduct of barangay conciliation and mediation within their respective territorial jurisdictions.

During the lectures, the IBP La Union volunteer lawyers discussed the legal principles, procedures, and best practices governing amicable settlement of disputes at the barangay level. Emphasis was placed on the vital role of the Lupon Tagapamayapa in preserving harmony within the community, resolving conflicts efficiently, and decongesting the courts by encouraging the peaceful settlement of disputes before litigation becomes necessary.

The discussions were followed by an open forum, where participants actively raised practical issues encountered in barangay dispute resolution. The exchange of ideas provided an opportunity to clarify legal concerns and share practical approaches that will assist Lupon members in carrying out their duties with greater confidence and competence.

The activity was organized by the Local Government Unit of Bauang, La Union, in partnership with the Liga ng mga Barangay – Bauang Chapter, as part of their continuing efforts to strengthen the delivery of grassroots justice and improve local governance.

IBP La Union expresses its gratitude to the organizers for the opportunity to contribute to this worthwhile initiative. The Chapter remains steadfast in its commitment to advancing access to justice by empowering local officials through legal education and capacity-building, recognizing that an effective Katarungang Pambarangay system is essential to promoting peace, order, and the swift administration of justice in every community.
