CCC has forwarded information that a Resource consent application (RMA/2025/2234) is being processed in relation to the site at 305
Marshs Road, which is zoned Heavy Industrial in the Christchurch District Plan. Here are some key points:

The proposed activity for which resource consent is sought is waste transfer and recovery, including:
• Hydrovac processing facility (north side of site)
• Concrete and aggregate crushing (north side of site)
• Soil screening (including screening/treatment of contaminated soils)
• Storage of green waste
• Putrescible waste (to be limited to no more than 1 tonne and containerised)
• General public can drop off construction waste but household waste is not accepted
• Yard based activities (sale of recycled products, gravel sand etc)
• Hydrovac facility operation until 10pm Monday to Friday. Other activities cease at 4pm/5pm. Saturday morning operations.

The resource consent sought is for a non-complying activity, for which discretion is unrestricted (the hydrovac facility is not specifically provided for in the Heavy Industrial activity definition).

Environment Canterbury have granted a discharge to air permit in relation to the activities sought in this current resource consent (reference CRC260081). Odour, being a discharge to
air is predominantly under the jurisdiction of Environment Canterbury.

There was a previous consent for a hazardous waste facility on the site which resulted in a lot of public interest at the boundary of Selwyn District Council. That consent was never implemented and has now lapsed.

The land use consent application (RMA/2025/2234) is currently being processed and a decision on notification is yet to be made. It is proposed that all decisions in relation to this application
be delegated to an independent Commissioner given the possible level of public interest, including interest from the adjoining Prebbleton community in Selwyn District.

SDC Digital Billboard Update -

I want to provide an update on the digital billboard in the Prebbleton town centre on Springs Road, given the level of community interest.

As previously noted, the site is on private property within the town centre zone, where this type of activity can be considered through a resource consent process.

The application history is important. The operator initially applied for a static billboard, and later amended that application to a double‑sided digital billboard. Council’s assessment process resulted in consent being granted for a flat, double‑sided digital billboard. However, the structure that was installed on site was a ‘V’ shaped billboard, which did not comply with that consent. Once Council became aware of this, we investigated and issued an abatement notice requiring the operator to address the non-compliance. The operator then applied to change the consent to allow for the ‘V’ shaped billboard. That application was assessed under the Resource Management Act and was approved on 9 June 2026.

We are aware of questions raised about aspects of the decision-making record, including references within the section 127 report regarding compliance history. We are reviewing this to ensure the documentation accurately reflects the actions taken, including the issuing of the abatement notice. We have also received feedback regarding landscaping and screening, and whether what has been installed aligns with the consent requirements. These matters sit within our ongoing compliance monitoring, and we will continue to follow up where further assessment or action is required.

We understand there are also concerns about the effects of the updated consent, including visibility and brightness. These matters were considered as part of the assessment process under the Resource Management Act, which requires Council to weigh potential effects alongside the permitted framework in the District Plan.

This outcome is of concern to some in the community, and we appreciate people taking the time to share their views. Council’s role under the Resource Management Act is to assess applications against the rules in the District Plan and follow the required process, which is what has occurred in this case. We also recognise that people expect to be kept informed about situations like this as they develop. In this instance we know the community would have appreciated ongoing updates about this project and whilst the formal process was followed as per the RMA, we could have done more to keep people updated along the way.

We’ll continue to make sure the information we share reflects the full sequence of events, and we’ll take on board the feedback about how we communicate on issues like this in future.

Another road update !

Selwyn Marathon – Heads up for Lincoln visitors!

We’re excited to welcome runners and supporters to Lincoln for the Selwyn Marathon on Sunday 31 May.

If you’re travelling into Lincoln, you will notice some roadworks currently underway in the Lincoln Town Centre. The good news is the marathon begins and ends at the Lincoln Event Centre, meaning your only obstacle is the finish line and not the roadwork cones.

Please allow a little extra travel and parking time. No one likes a last-minute sprint before the starting line, save that energy for the race!

These are our newest car parks located behind Gerald Street:

🛻North car park – accessible via Gerald Street and located between Lyttelton Street and William Street
🛻South car park – accessible via West Belt and South Belt with entry from Maurice Street only.

🚧 Prebbleton roadworks (2–19 June)
Urban Estates will be carrying out road widening and upgrade works on Trents Road, between Penberley Road and Kingcraft Drive, and on Hamptons Road, between Shands Road and Springs Road.
Traffic impacts:
❌ No entry from the Shands Road roundabout onto Hamptons Road
❌ No westbound access on Trents Road between Kingcraft Drive and Penberley Road
Still open:
✅ Hamptons Road westbound (Springs Road to Shands Road)
✅ Trents Road eastbound (Shands Road to Springs Road)
🚗 A temporary one-way system will be in place—please follow signage and allow extra travel time.
