📢 Big news for the future of public spending across Europe! 🇪🇺

On 9 September 2026, the European Commission officially unveiled its proposal for a new EU Public Procurement Act—bringing a major shift for green purchasing!

Moving away from "lowest price takes all," the new proposal puts quality, environmental impact, and social standards front and center, establishing mandatory quality targets for public tenders (at least 30% to 50% of evaluation scores)!

As our CE-PRINCE expertise partner ACR+ emphasizes, transitioning to best-value purchasing is key to unlocking circularity at the local and regional levels.
What does this mean on the ground?
• Focusing on Best Value: Public buyers get stronger legal backing to prioritize sustainability, durability, and quality over the cheapest price tag.
• Practical Tools & Capacity: Cities and regions need simple, effective tools and training to put these new rules into practice smoothly.
• CE-PRINCE in Action: Our project is already testing circular criteria, carbon shadow pricing, and buyer training across Central Europe, providing the exact practical support needed for this next chapter!

🌱 From big European climate goals to real-life green tenders - here is how Saxony is leading the way! 🇩🇪✨

Building a sustainable future requires more than just new laws; it requires public buyers and local businesses to sit down at the same table. That’s exactly what has been happening through Saxony’s Sustainability Summit series, supported by our CE-PRINCE project partners Aufbauwerk Region Leipzig GmbH and KNB Sachsen! 🤝

Here is a look at how this ongoing journey is transforming public purchasing:
💡 What do buyers and businesses actually need?
Through CE-PRINCE survey work across 8 countries, we learned that public buyers are looking for clearer, simpler green guidelines, while local businesses want more feedback and early dialogue so they can bid with confidence!
🚗 Smarter, greener cities in action:
Real municipal examples are already showing what’s possible—from photovoltaic-lit cycle paths and chemical-free park maintenance in Plauen to climate-adapted "sponge city" urban designs and municipal heat planning in Bautzen.
⚡ Counting the TRUE cost of carbon:
Instead of just picking the cheapest upfront price tag, public authorities are testing tools like CO_2 shadow pricing and life-cycle costing. This makes eco-friendly, low-emission products the smartest and most affordable choice in the long run!

🌱 Making Green Procurement Practical in Saxony! 🇩🇪✨

Public purchasing power is one of Europe’s strongest tools for achieving climate goals. Our partners at KNB (Competence Centre for Sustainable Procurement Saxony) organized a targeted series of online webinars to equip public authorities with legal and technical tools for sustainable tenders.

Over 80 public officers and municipal procurement specialists joined the sessions to tackle key operational challenges:

🏗️ Carbon Shadow Pricing: Factoring the cost of CO2 emissions directly into public construction tenders.
🪵 Modular Construction: Using timber-hybrid and steel systems for circular, easily adaptable public buildings.

📢 Huge milestone for green public procurement in Central Europe! 🇪🇺🇮🇹

The CE-PRINCE Specialist Advisory Programme held its very first Plenary Meeting in Italy! Experts, public officers, and regional partners gathered to tackle one of the biggest challenges in the green transition: how to make circular public procurement standard practice across borders.

Why does this matter? Every year, public authorities spend billions on infrastructure, food services, goods, and utilities. By embedding standardized circular criteria into public tenders, we can directly boost local eco-innovations, reduce waste, and build resilient regional supply chains! 🌿📦

On July 23, 2026, STRIA / DDRIÜ held a hands-on online workshop dedicated to helping SMEs, suppliers, and tender writers crack the code of green bidding.

🔑 3 Key Rules Every Supplier Needs to Know:
1️⃣ Energy Comes First: Tenders are heavily prioritizing long-term energy savings over lowest upfront price.
2️⃣ Eco-Labels Matter: Using recognized certifications (like EU Ecolabel or ISO 14001) makes proving your green credentials much faster.
3️⃣ Sub-Contractors Count: Winning a green tender means your entire supply chain must meet the environmental requirements.
