Sometimes, indexes are viewed as mere rankings designed to expose failure. But the true purpose of the Social Progress Index is to equip decision-makers with data and tools to understand the communities they serve, optimize resources, invest, and promote sustainable and inclusive growth.

Vanessa Mohme, sustainable development expert and journalist for La República, perfectly captured this distinction:

“The gap between what the State invests and what citizens actually receive is precisely where the Social Progress Index operates as a governance tool, not as a denunciation mechanism, but as a system of accountability.

A government that incorporates the Social Progress Index into its planning doesn't need to create new programs; it needs to honestly evaluate which existing programs are creating real impact and redirect resources toward those that are working.”

Data-driven decision-making isn't about doing more, it's about doing what is really needed and proven.

"Our economies should work for the fulfillment of all people's rights: economic, social, and human. These obligations should guide global economic governance, putting participation, justice, equality, and non-discrimination at the heart of the financial architecture in all countries" says economist Frans Camilleri in his recent article in the Malta Independent.

He questions what type of economy and society we should follow and takes Malta as an example.

The 2026 Global Social Progress Index reveals that Malta ranks 27 out of 171 countries with a score of 83.3 out of 100. He states that Malta is well-positioned to develop an economy that prioritizes people over profit.
