♦ The Center for Security and Defense Studies (CSDS) was established in the year 1990 with the support and sponsorship of the ERASMUS Foundation for Democracy and the Hungarian Academy of Sciences - Center for Peace and Conflict Studies. Although the Center is focused on Europe and the post Soviet region, the interest covers, as well, the economic and international relations at the global level.

♦ It is a non-governmental and non-profit educational and research institution, located and registered in Budapest, Hungary.

♦ CSDS’s objectives are:
- to organize international and domestic research and conferences
- to make an analysis related to questions about security and defense policy

♦ The Center has a close cooperation with several domestic and foreign research institutes focusing on the fields of strategic, economic, and foreign affairs issues.

Der frühere deutsche Diplomat Rolf Nikel hat Wladimir Putins Darstellung widersprochen, Russland sei bei der NATO-Erweiterung getäuscht worden. Nikel erklärte, die Gespräche über die deutsche Einheit 1990 hätten sich auf die NATO-Zugehörigkeit des vereinten Deutschlands bezogen, nicht auf spätere Beitritte weiterer Staaten in Mittel- und Osteuropa.

Nikel war damals in der außenpolitischen Abteilung des Kanzleramts tätig und schildert die Behauptung eines westlichen Betrugs als nicht durch die damaligen Vereinbarungen gedeckt. Er verweist darauf, dass Michail Gorbatschow 2014 erklärt hatte, eine NATO-Erweiterung über Deutschland hinaus sei in den Verhandlungen von 1989 und 1990 nicht Gegenstand gewesen. Auch die NATO-Russland-Grundakte von 1997 wertet Nikel als Akzeptanz der späteren Erweiterung durch Russland, obwohl Moskau sie kritisch sah.

Im Interview sprach Nikel zudem über die Sicherheitslage in Europa und zunehmende hybride Angriffe. Für mögliche Verhandlungen mit Moskau fordert er eine Verbindung aus militärischer Abschreckung, wirtschaftlicher Stärke und Gesprächsbereitschaft. Die historische Bewertung der NATO-Erweiterung bleibt in Russland und im Westen ein zentraler Streitpunkt der europäischen Sicherheitsdebatte.

Ex-top general behind Ukraine's NATO reforms now says the Alliance must change

Valerii Zaluzhnyi spent 12 years bringing Ukraine up to NATO standards, rewriting almost 37 laws and, in his words, making "enemies you cannot even imagine." So when he said Kyiv would never join the Alliance, it went in circles.

Zaluzhnyi, now Ukraine's UK ambassador, explains what he meant: he backs NATO, but says it is stuck in the doctrine of 1945 while Ukraine fights the war of today.

"The resource is exhausted. Russia found a counter to all of it," he said.

His answer is a new, Europe-anchored bloc — and a blunt question for the Alliance: could it fight Russia without Ukraine's experience?

The Munich Leaders Meeting is headed to India this October.

Following successful meetings in Washington, DC and AlUla, senior decision-makers and experts from across the Indo-Pacific, Europe, and the United States will gather in New Delhi on October 4–5, 2026, to discuss key foreign and security policy challenges.

The meeting will strengthen strategic dialogue between 🇮🇳, 🇪🇺, and international partners, while exploring collaborative approaches to shared global security issues.

🤝 Hosted by the Munich Security Conference in cooperation with the Republic of India.
