Plenary Discussions | Day 2

Day Two of the Eastern Cape SAAPAM Chapter Conference continues with thought-provoking reflections from Judge Bulelwa, serving in the Eastern Cape Division of the High Court.

The discussion highlighted the urgent need to strengthen specific skills across different departments, address serious concerns such as sexual threats, and strike a careful balance between institutions. It also raised a critical question: Has something failed somewhere when institutions struggle to work together and there is a lack of solidarity?

The conversation calls for stronger institutional collaboration, shared responsibility and a renewed commitment to building institutions that work together in service of society.

Day 2 | Eastern Cape SAAPAM Chapter Conference

The Day 2 programme at the Eastern Cape SAAPAM Chapter Conference continues to inspire meaningful conversations on building a capable, ethical and people-centred state.

In his keynote address, Advocate Melanchton Makobe, Director-General for the Department of Planning, Monitoring and Evaluation (DPME), emphasised the importance of auditing service delivery and ensuring that government truly works for the people. He highlighted that technology cannot compensate for the absence of public value, and that accountability without action becomes a meaningless process.

The keynote further called for a capable and ethical state that creates opportunities for young people and inspires them to pursue careers in government and public service. Ethics, he emphasised, must be nurtured from an early stage, including before students acquire their degrees.

Adv. Makobe also reminded delegates that government cannot build a capable and ethical state alone. Conferences such as these must therefore go beyond discussion and become platforms where knowledge, collaboration and ideas are translated into implementation and measurable results.
The call is clear: let us build a public service that is ethical, capable, accountable and truly works for the people.

Eastern Cape Chapter Conference | Gala Dinner

The programme featured a powerful Message of Support from SAAPAM President, Prof Kgothatso Shai, followed by keynote addresses from the hosting Deans, Prof Shambere of the University of Fort Hare and Prof Balkaran of iYunivesithi Walter Sisulu. Their reflections highlighted the importance of strong institutions, transformative leadership, scholarship and meaningful partnerships in shaping the future of Public Administration.

The evening concluded with a heartfelt Vote of Thanks delivered by the Chairperson of the SAAPAM Eastern Cape Chapter, Dr Sereesha Pillay, bringing the memorable gathering to a close.
SAAPAM continues to create spaces that connect knowledge, leadership and practice strengthening the public administration community and contributing towards a capable and ethical public sector.

The doors have opened on a defining conversation for Africa’s future.

Today marks the start of the SAAPAM Eastern Cape Chapter Open Conference, hosted collaboratively by Nelson Mandela University, Walter Sisulu University, University of Fort Hare, and ASPIRE, under the theme “Rethinking Governance for Africa’s Transformation: Homegrown Systems for Contemporary Challenges.”

The day opened with warm welcoming remarks from Prof Nokukhanya Jili-Mbanjwa, Vice President of SAAPAM, who set the tone for a conference rooted in bold, Africa-centred thinking, governance systems built for African realities, not borrowed frameworks.

Under the theme, “Rethinking Governance for Africa’s Transformation: Homegrown Systems for Contemporary Challenges,” the conference brings together academics, public-sector leaders, policymakers and practitioners to engage on innovative approaches to governance, ethical local government, sustainable development and Africa’s transformation.

Day One features an exciting programme of official welcoming and keynote addresses, a Local Government Couch Conversation, plenary discussions and concurrent presentation sessions, creating a platform for meaningful dialogue, knowledge-sharing and collaborative solutions.

Empowered Women Empower the Nation 🌍

Today, SAAPAM in collaboration with PSETA hosted a powerful dialogue under the theme “Empowered Women Empower the Nation.”

Ms Bontle Lerumo, CEO of PSETA, opened with an inspiring keynote on courageous leadership, creating opportunities for women and strengthening women’s participation in the public service.

Ms Mamonare Malapane, Convener of SAAPAM’s Women’s Desk, echoed this with a message of support, reminding us of the power of women uplifting and creating opportunities for one another.

The conversation continued through a dynamic panel discussion featuring:
🔹 Ms Yoliswa Makhasi – Executive Director, Legislative Sector Support, Parliament
🔹 Ms Motlalepula Zipora Rosho – Chief Whip, North West Legislature
🔹 Ms Phindile Mkwanazi – NSG Principal

Together, these women leaders unpacked the opportunities and challenges shaping women’s advancement in the public sector exploring leadership, inclusion, professionalisation and sustainable pathways for women to lead and influence.

This is more than dialogue. It’s action. It’s network-building. It’s the collective voice of women in leadership, growing stronger.
