A commonly overlooked challenge in building new cities is that having legal rights to land alone is not sufficient. The crucial questions to consider are:

✅ Will agreements be upheld?
✅ Will governments support the implementation of these agreements?
✅ Can we create long-term certainty in ownership and use?

Remember that institutional credibility is just as important as effective master planning.

Building a new city? Here's our advice for early-stage new city projects. Before design, branding, or construction, focus on four things:

✅ Clear value proposition
✅ Secure land partner
✅ Government buy-in
✅ Capital partners

Cities aren’t launched by vision alone. They’re built through alignment.

A governance lesson we see repeatedly in new city development:

👉 Regulatory reform only matters if it creates a real comparative advantage. Remember that the question isn’t “Is the governance model interesting?” It’s “Does this make the project viable?”

✅ Better land use.
✅ Clear rules.
✅ Enforceable property rights.
✅ Ex*****on beats theory every time.

This is when effective governance is established.
