Program Overview & Key Dates

➡️The June 30, 2026 DCA EHV funding has been extended to July 1, 2026

➡️Must initiate port to Columbus Housing Authority before July 1, 2026

➡️If your initial lease under an EHV ends after June 30, 2026, you will receive the full 12 months of HAP assistance. Example: you received your EHV in 2025 and was leased up July 2025 or a later date in 2025 or 2026. DCA will continue to pay your landlord until the end of your lease, the end of the HAP contract. However, after your lease ends, you may be without a voucher or housing subsidy-- altogether ‼️Safer to timely port your EHV to a housing authority that is absorbing and will issue you a Housing Choice Voucher (HCV).

** Many DCA EHV participants have reported that their email requests to DCA, asking to port out from DCA to another housing authority that is absorbing -- HAS BEEN IGNORED‼️AND DCA HAVE NOT SENT THEIR PORTING PACKETS TO THE RECEIVING HOUSING AUTHORITY-- AS REQUESTED‼️

**Many housing authorities have transitioned some or all of their EHV participants to the regular Housing Choice Voucher (HCV).

**DCA has not reported the transition of ANY EHV participants to HCV;

**DCA has not offered, at a minimum, to cover moving expenses for low and very low income households;

SEGREGATION IN HOUSING IS ILLEGAL‼️


ASK YOURSELF THE QUESTION: WHY IS DCA DESPERATELY TRYING TO PUSH HUNDREDS OF FORMERLY HOMELESS EHV FAMILIES FROM THEIR HUD FUNDED HOUSING PROGRAM❓PUSHING HUNDREDS OF DISABLED and LOW INCOME FAMILIES INTO LOWER INCOME PRODUCING COMMUNITIES❓

IT HAS BEEN REPORTED‼️

‼️DCA is engaged at blocking the Columbus Housing Authority from porting --disabled, formerly EHV participants, now holding (or promised) a Columbus HA HCV-- back to DCA.

‼️Disabled HCV participants need to remain living in the same city/county/town, so they may continue receiving vital treatments and maintain crucial local support) for themselves and/or their child with "Special Needs."

‼️The Columbus Housing Authority has done the right thing by granting an exception to their 12 month residency policy as a --reasonable accommodation to a disability-- and granted new HCV participants the permission to immediately port from Columbus HA to GA-DCA.

‼️The disabled HCV participants' port back to DCA is medically necessary, in order to continue living in and receiving crucial treatment in their current county (which is under DCAs jurisdiction).

‼️Without this transition, new disabled HCV participants (absorbed by Columbus Housing Authority) would be forced to move two (2) to 2 ½ hours away from their established medical providers (for treatment of cancers, kidney failure, heart failure, traumatic brain injury, etc) and treatment for Serious and Persistent Mental Illnesses (such as: severe or major depression, severe panic disorder with PTSD, schizo-affective disorder, bipolar) and specialized autism treatment.

‼️DCA Commissioner is engaged in displacing hundreds of families from its 149 counties of service and blocking them from returning to live in one of its 149 counties that DCA serves-- even with their new Housing Choice Voucher (HCV) from Columbus Housing Authority. This is borderline "RED LINING" "SEGREGATION" and HOUSING DISCRIMINATION. THIS IS UNLAWFUL‼️

‼️DCA MAY ONLY BE STOPPED IN TIME BY A FEDERAL JUDGE‼️

⚖️ Georgia Legal Services Program AND the Atlanta Legal Aid Society-- won't help you. They are contracted by DCA. In other words: DCA has them in their pocket, on their side, in their corner. Don't count on them taking DCA to Federal Court on your behalf‼️

EHV Collective Action Alert: EHV Participants' Voucher Porting & Reasonable Accommodations

Applicability: While this guide specifically outlines the process for Georgia EHV participants porting to the Columbus or Augusta Housing Authorities from DCA, the exact same procedure applies to disabled EHV participants in any state, regarding porting policies.

Step-by-Step Guidance

▪️Step 1: Initiate an Immediate Port
Action: EHV participants must quickly request to port their voucher to the Columbus Housing Authority before July 1st (or Augusta Housing Authority).

Out-of-State Note: If you are outside Georgia, identify a neighboring or cooperative local housing authority in your state to port to.

▪️Step 2: Request a Virtual Briefing
Action: Request a virtual Voucher Briefing (via Zoom or Google Meet) from the receiving housing authority.

The Justification: Request this virtual option formally as a Reasonable Accommodation due to your disability.

▪️Step 3: Secure Your Medical Documentation (CRITICAL)‼️
While your Voucher Briefing is being scheduled, you must immediately obtain a letter from your primary medical provider and/or specialist.

▪️The doctor’s letter should include:

Due to my patient's disability/chronic health condition and ongoing treatment, it is in their best interest to remain living in their current home and community, where they have local providers and Home and Community-Based Services (HCBS) already established. Therefore, an exception to the [Insert Name of Housing Authority You're Porting To]'s 12-month porting policy is essential and required as a reasonable accommodation to maintain their current level of care and ensure the best outcome in their prognosis.

🔸💡 Important Rules for the Medical Letter:

No Diagnosis Required for the PHA: Under federal law, your medical letter does not have to disclose your specific diagnosis to the housing authority. However, it must clearly describe the functional challenges, limitations, or symptoms caused by your disability or chronic illness that necessitate staying in your current home.

🔸When a Diagnosis Helps:

While not required for the initial accommodation request, having a letter that does include a specific diagnosis creates a much stronger record if you have to fight an appeal, go to court.
Step 4: Port Back to the Original Housing Agency‼️

▪️Action: Once processed, the Columbus or Augusta Housing Authority Housing Choice Voucher (HCV) participant should immediately request that their HCV be ported to the Georgia Department of Community Affairs (DCA), as a reasonable accommodation.

Out-of-State Note: Replace "DCA" with your state’s primary housing agency.

1. The Right to Policy Exceptions
"Under HUD’s Fair Housing Act (FHA) and Section 504 of the Rehabilitation Act, Public Housing Authorities (PHAs) must grant exceptions to porting policies (such as a 12-month residency requirement or a 'one move per year' rule) as a reasonable accommodation, provided there is a direct relationship (nexus) to a disability and it does not create an undue financial or administrative burden."

I want to extend a massive thank you to the EHV Collective for your strong, engaging presence, for constantly sharing posts with important information, and for showing such profound love and concern for one another. Through your engagement, we are building a powerful, unified voice.

It is close to 1 ½ months since we began posting, sharing information, and advocating on behalf of EHV participants—streamlining the process for Self-Certification of Homelessness and rapidly registering families for HCV and Project-Based Voucher waiting lists. The numbers clearly show your deep engagement and your interest in this content.

The great thing about our viewership numbers growing is simple: there is strength in numbers.

For those of you who suffer from a disability, and whose treatment and support systems will be placed in jeopardy by a forced move to Columbus or to Augusta, Georgia, please move forward and request your port so you do not lose your housing subsidy altogether. The Georgia Department of Community Affairs (DCA) is ruthless. They do not care if you and your family lose your Emergency Housing Voucher (EHV), miss the opportunity to have your EHV transitioned to a Housing Choice Voucher (HCV), become unable to pay your rent, get evicted, and face homelessness—all while you are forced to wait 6 months to 2 years for a HUD-811 unit.

Some of you will need to make the courageous decision to file a Fair Housing and Equal Opportunity (FHEO) housing discrimination complaint against DCA if they refuse to receive and administer your HCV port from Columbus.

If you are emailing DCA requesting to port to Columbus or Augusta and DCA has not responded, please forward those emails to me—especially if you have made it known to DCA that you have a disability and need to communicate via email as a reasonable accommodation. In your case, the delay or complete lack of response is a denial of service and a direct violation of the Fair Housing Act and Section 504 of the Rehabilitation Act. Please text me at 404-407-0213 if you need assistance filing your housing discrimination complaint against DCA.

For those of you who may wish to join a possible Class Action lawsuit against DCA, the complaint would include:

▪️Refusing to transition your EHV to an HCV;

▪️Unnecessarily delaying the port of your EHV to the Columbus or Augusta Housing Authorities;

▪️Blocking the Columbus Housing Authority from porting your HCV back to DCA as a reasonable accommodation for your disability;

▪️Refusing to accept your HCV port from the Columbus or Augusta Housing Authorities;

▪️Refusing to provide moving expenses for the 2 ½ hour move to Columbus or Augusta, Georgia—knowing your household is classified as low or very low income;

▪️Neglecting to consider and make allowances for the unique needs and challenges persons with a disability face when moving;

▪️Refusing to extend the payment of your EHV HAP contract to give you adequate time to search for a new unit in Columbus or Augusta, Georgia.

If you are 14 days from becoming "literally" homeless, you may also complete the Self-Certification of Homelessness form.

2️⃣ Read the instructions before completing the your Self-Certification of Homelessness

3️⃣ Sign the form before a notary public. Libraries usually offer free notary services. If you are homebound due to a disability and cannot get to a notary public, please visit http://iPostal.com

4️⃣ Take a clear photo of your notarized Self-Certification of Homelessness form and also save it on your phone and email account as a PDF file.

5️⃣ Apply to as many Housing Choice Voucher (HCV) waiting lists and Project Based Vouchers (PBV, Public Housing apartments) that are in areas you would consider living.

6️⃣ Remember, the first priority is: to obtain housing. Income is not required for HUD subsidized housing programs.

7️⃣ If you find subsidized housing that takes you away from your employment, education, or medical services, you may evaluate the difficult decision of relocating, so you may obtain stable housing you can afford. Then, put together a network for the employment, education, medical, and other supports that you need.
