IPC: The Backbone of Personnel Certification

For the new kids on the block… wondering who actually defines the rules behind professional Management System Professionals (and not only) Certification, meet the International Personnel Certification Association (IPC), the quiet architect behind competence, credibility, and global trust in certified professionals.

IPC was established in 1995 under the name International Auditor and Training Certification Association (IATCA), at a time when the world was just beginning to harmonize certification for quality management system auditors. Built on collaboration between leading international bodies, it introduced a multilateral recognition approach based on peer evaluation, setting the foundation for global acceptance of auditor credentials. However, as industry needs expanded beyond management systems, it became clear that personnel certification had a much broader role to play.

In 2003, during its General Assembly in Chicago, IATCA evolved into IPC, reflecting a strategic shift toward certification across multiple professional domains. By 2004, IPC was formally restructured as a non-profit organization with a clear mission: To develop robust certification schemes that define competence requirements and support consistent, reliable certification worldwide. IPC is now based in USA with members all over the world!

IPC operates as a “scheme owner,” meaning it develops and maintains the normative documents that establish the rules for certification. It does not certify individuals itself. Instead, certification bodies that are members of the IPC Multilateral Agreement (MLA) carry out examinations and certification under these schemes, ensuring global recognition and consistency.

IPC’s is the scheme owner of the Certification Scheme “IPC Management System Auditors,” formally endorsed by Global ACI (former IAF) as a sub-scope for Certification of Persons under ISO/IEC 17024, demonstrating IPC’s direct contribution to globally recognized, credible certification frameworks.

Beyond certification schemes, IPC also contributes to the recognition of training providers and courses, strengthening the full ecosystem of professional competence.

Governed by an elected Board of Directors and supported by global member engagement, IPC continues to serve both the interests of certification bodies of persons (PCBs) and the broader societal need for qualified, trustworthy professionals.

1st meeting of Global ACI Stakeholders Committee

Yesterday and today Dr. George Anastasopoulos and Mr. Jasmin Dhakan, joined Global ACI Stakeholders Committee meeting, under their role as IPC General Secretary and Director, respectively.
The Stakeholders Committee within Global ACI plays a vital role in ensuring inclusivity, transparency, and balanced representation across the conformity assessment ecosystem.
It brings together key interested parties to provide input, safeguard impartiality, and support informed decision-making, strengthening trust, credibility, and global acceptance of accreditation and conformity assessment activities.

During this week IPC participated in the 40th ISO/CASCO Plenary, that took place in Singapore, April, 13-16, 2026, represented by Dr. George Anastasopoulos, IPC's General Secretary.

The 40th ISO/CASCO Plenary brought together global experts in conformity assessment to review progress, align priorities, and advance the development of conformity assessment international standards.

Key discussions focused on CASCO’s 2026 work program, ISO strategic initiatives, and the evolving role of conformity assessment in supporting trust, trade, and regulatory frameworks. Significant attention was given to the revision and development of core standards, including ISO/IEC 17067, ISO/IEC 17065, ISO/IEC 17034, and emerging work such as ISO/IEC TS 17021-16 and ISO 42006.

A major highlight was the “Scheme Day” event titled “The CASCO Toolbox in action: scheme owners’ perspective.” This session showcased how scheme owners apply the CASCO Toolbox in practice, with a focus on ISO/IEC 17067 and ISO/IEC 17007. Participants shared real-world examples, good practices, challenges, and lessons learned, effectively bridging the gap between standard development and implementation.

The meeting concluded with the approval of resolutions and reaffirmation of CASCO’s strategic direction, focusing on strengthening stakeholder engagement, enhancing technical coordination, and ensuring the continued relevance and credibility of conformity assessment in a rapidly evolving global landscape.

New IPC Circular Published: Clarification on Examination Requirements

IPC is pleased to announce the release of IPC-SC-26-01 (Version 1.0), a new Circular providing clear guidance on examination requirements under IPC certification schemes.

This document responds to questions from MLA members and applicant PCBs regarding examination structure, competence assessment expectations, and the respective roles of IPC and PCBs.

The Circular reaffirms that while IPC defines mandatory competence and assessment requirements, PCBs retain full responsibility for designing, developing, and validating their own examinations, in alignment with ISO/IEC 17024, as applicable, and the Competence Assessment sections of IPC schemes.

Members and stakeholders are invited to review the Circular in full for detailed clarification.
