Commercial S*xual Exploitation of Children

Did you know the facts?

When a minor is involved in a commercial s*x act, it is legally considered human trafficking, even if there is no evidence of force, fraud, or coercion.

Children cannot legally consent to commercial s*x.

That means children who are commercially s*xually exploited are victims of trafficking, not perpetrators of prostitution.

Understanding this distinction matters. It helps us recognize exploitation for what it is, and respond by protecting children rather than blaming them.

Know the facts. Protect children. Prevent exploitation.

HUMAN TRAFFICKING 101: WHAT IS IT?

Human trafficking can feel like a distant problem, something that happens somewhere else, to someone else.

But human trafficking can happen anywhere.

The U.S. Department of Transportation defines human trafficking as:

“A crime that involves the use of force, fraud, or coercion to obtain labor or a commercial s*x act.”

So what do force, fraud, and coercion actually mean?

🔹 FORCE — Physical violence, restraint, or threats of physical harm may be used to control someone.

🔹 FRAUD — A person may be deceived through false promises of a job, housing, education, a better life, or even a relationship.

🔹 COERCION — Threats, intimidation, manipulation, psychological abuse, financial control, or threats against a person or their loved ones can be used to make someone feel they have no way out.

And trafficking doesn't always look the way we expect.

A trafficker may be a stranger, but they may also be an employer, romantic partner, family member, friend, or acquaintance. Recruitment can happen in person or online.

Human trafficking also does not require someone to be transported from one place to another. People can be trafficked right in their own communities.

Children and adults.
Women and men.
Citizens and non-citizens.
People from every background.

Trafficking can happen anywhere, and awareness is one of the first steps toward prevention.

This is why we talk about it.

This is why we educate.

This is why knowing the facts matters.

Human Trafficking Is Closer to 📍 Home Than You May Think.

When we talk about human trafficking, it can be easy to think of it as something that happens somewhere else.

But it is happening right here in California. According to the National Human Trafficking Hotline, in 2025 alone:

❕ 3,459 signals related to human trafficking were received from California
❕ 1,908 cases of human trafficking were identified
❕ Those cases involved 2,841 victims
❕ 1,467 signals came directly from victims or survivors

And these numbers represent only situations that reached the National Human Trafficking Hotline. They do not represent every trafficking situation occurring in California.

Human trafficking isn't limited to a particular neighborhood, city, background, or type of person.

It can happen in our own communities.

That's why awareness matters.

Know the signs.
Know that trafficking can happen anywhere.
Talk about it.
Share what you learn.
And if something doesn't look right — say something.

You don't have to be an expert to make a difference.

Sometimes, awareness is the first step toward helping someone find a way out.
