EMPOWER is a child welfare collaborative focused on meeting the unique needs of Texas children and families. The collaborative is led by Texas Family Initiative and is supported by local providers in North Texas, including CK Family Services, Jonathan’s Place, The Bair Foundation and Pathways Youth and Family Services. Through a contract with the State of Texas, EMPOWER is the Community-Based Care

(CBC) contractor in Metroplex East, a nine-county area that includes Dallas, Grayson, Fannin, Collin, Hunt, Rockwall, Kaufman, Ellis and Navarro counties.

Every child deserves a place that feels like home.

EMPOWER has placed a strong emphasis on keeping children in home-based settings whenever possible. According to DFPS Rider 15, 88.5% of youth served by EMPOWER are in home settings, exceeding the statewide average of 84.0%.

This progress reflects a shared belief: children do better when they can grow, heal and feel safe in family-like environments.

Looking ahead: Our focus remains on continuous improvement by strengthening documentation and reporting, deepening community partnerships and ensuring placements are safe, stable and timely.
