RAVEN Raven exists to transform our nation’s response to child exploitation.

10/14/2026

‼️A new CNN investigation exposes how children in the Philippines are being sexually exploited on livestreams, often at the direction of offenders paying from other countries.

The report highlights how technology, cross-border payments and global demand are fueling this crisis, and features insights from International Justice Mission.

While the findings are deeply concerning, there is hope. We are working alongside local authorities and partners to protect children, hold offenders accountable and strengthen justice systems to prevent further abuse.

This crisis demands a global response, and we all have a role to play.

Partner Spotlight: Magnet Forensics

Every day ICAC investigators work to find children being exploited online and bring offenders to justice. Much of that work happens through digital evidence on phones, computers, and cloud accounts, and Magnet Forensics builds the tools that help them find it.

Thank you Magnet Forensics for supporting Raven and for standing with the investigators who protect kids. We're proud to partner with you.

BREAKING NEWS: The Safe Cloud Storage Act has passed the U.S. House of Representatives.

This bipartisan bill marks a critical step forward in modernizing how law enforcement investigates child sexual exploitation. By authorizing secure, cloud-based storage for CSAM evidence, it will help investigators move cases faster, identify victims sooner, and hold offenders accountable, all while maintaining strong cybersecurity protections.

We're deeply grateful to Reps. Laurel Lee (R-FL) and Madeleine Dean (D-PA) for introducing this bill and leading the effort to get it across the finish line in the House.

RAVEN was proud to work alongside congressional offices, law enforcement, and industry stakeholders throughout this process, helping ensure the legislation reflects the operational realities investigators face in the field.

Because the House made two small edits, the bill now returns to the Senate for a final concurrence vote, then on to the President's desk! We'll keep you posted.

RAVEN was pleased to visit the U.S. Department of Justice’s Office of Community Oriented Policing Services (COPS Office) alongside our partners at Klein Johnson Group.

The COPS Office administers the federal grant program through which RAVEN has helped ICAC Task Forces across the country pursue congressionally directed funding to strengthen their capacity to investigate online child exploitation

Our discussion focused on funding distribution timelines, grant program requirements, and ways to help ICAC agencies successfully navigate the federal funding process.

We are grateful to the COPS Office team for their time, continued partnership, and support of the law enforcement agencies working every day to protect children online.

RAVEN will continue working to connect policy, funding, and implementation to make sure resources approved in Washington reach the investigators and task forces who need them.

Capitol Cheat Sheet #12: Manager's Package

What is it, what does it do and why is it important?

Bill managers collect amendments that have bipartisan support and have been cleared for inclusion. This process is helpful because bills that may not receive individual floor time can advance through a manager’s package.

The NDAA is annual legislation that Congress has enacted for decades, which makes it an important vehicle for this type of package. Two of Raven’s priorities; the STOP CSAM Act and ENFORCE Act are included in the FY27 Senate manager’s package and we are continuing to advocate for its inclusion in the final bill.

Big thank you to the End OSEAC Coalition for endorsing the Safe Cloud Storage Act.

End OSEAC is a U.S. advocacy coalition working to strengthen government policies and programs that prevent and address the online sexual exploitation and abuse of children and ensure survivors get the support they need. Made up of 39 organizations, their voice adds real weight behind this legislation.

We're grateful for their partnership in this fight, and for every organization standing with us to protect kids online.

A productive week in North Dakota.

We spent the week meeting with the ND ICAC Task Force, and they could not have been a better host. From a great conversation with Deputy Attorney General Claire Ness, to connecting with ICAC affiliates from Bismarck, Fargo, West Fargo, Minot, and HSI, to a powerful discussion with tribal affiliate MHA Nation on partnering with tribes to fight child exploitation on their lands. We came away with a much deeper understanding of how this task force operates on the ground.

Grateful to everyone who took the time to meet with us. We're looking forward to putting everything we learned to work as we advocate for state funding for the ND ICAC Task Force in 2027.

We are on the ground meeting with the ND Internet Crimes Against Children (ICAC) Task Force, commanded by the ND Bureau of Criminal Investigation, alongside the North Dakota Attorney General's Office and ICAC Affiliates from across the state.

Our goal: Work together to secure the state funding North Dakota's ICAC program needs to keep protecting kids from online exploitation.

This work only moves forward because of task forces like this one. Investigators, prosecutors, and advocates showing up every day for kids who can't advocate for themselves. We're honored to stand alongside them.

More to come as the week unfolds.
