The Arthur D. Simons Center for the Study of Interagency Cooperation is a research, analysis, studies, and publication center focused on interagency issues at the tactical and operational levels. The Simons Center supports interagency education at the Command and General Staff College while facilitating broader and more effective cooperation within the United States Government at the operational and tactical levels. The CGSC Foundation and Alumni Association invites you to the annual Colin L. Powell Lecture Series dinner event this Wednesday, Aug. 26, at 6 p.m., at the Carriage Club (5301 State Line Road) in Kansas City, MO - https://www.cgscfoundation.org/events/pld-260826.

The evening’s keynote speaker is retired General David G. Perkins, the Colin L. Powell Lecture Series lecturer for the U.S. Army Command and General Staff College Class of 2027. The reception begins at 6 p.m. and we will conclude the evening at 9 p.m.

General Perkins will address the CGSC and SAMS Classes of 2027 the morning of Aug. 26.

REMINDER: The "Call for Papers" for the Fall 2026 edition of the is now posted - https://www.cgscfoundation.org/call-for-papers-iaj-fall-2026. The deadline is October 30, 2026.

The Fall 2026 IAJ will examine the interagency and ethical leadership dimensions of the conflict with Iran.

From the June 2025 strikes of Operation Midnight Hammer through the February 2026 launch of Operation Epic Fury and the fragile ceasefire negotiations that followed, the Iran conflict has tested the full architecture of U.S. whole-of-government decision-making and logistical preparedness. How did — and how should — the Departments of Defense, State, Treasury, and the Intelligence Community be prepared and coordinate under conditions of rapid escalation? What does the record reveal about the ethical responsibilities of senior leaders when strategic objectives remain shifting? How should the interagency manage the tension between military advantage and the requirements of international law and legitimate authority?

The academic year kicked-off on August 17, with the annual International Flag Ceremony. The Command and General Staff Officers Course (CGSOC) class of 2027 is made up of 1,044 students and includes 87 international military students from 79 countries.

During the ceremony, one international military student representing each partner and ally nation of the academic year’s class marches on stage to place their national flags, led by the U.S. student, the first flag posted. The ceremony signifies the global alliance and academic collaboration of this year’s CGSOC class.
