CAPT Carrero represented the Greater Houston Port Bureau as the Head of the Texas Delegation during the 2026 Texas–Panama Week in Panamá. He participated in a panel with an outstanding group of global energy and maritime experts, including Rodolfo Sabonge Chamorro, Minister of Public Works of Panamá. Their discussions highlighted the strong economic, energy, and maritime connections between Texas and Panamá and the important role both regions play in global trade and supply-chain connectivity.

The delegation also met with the U.S. Deputy Chief of Mission, Laura Hochla, and the Panamanian Ambassador to the United States, his excellency Jose Miguel Aleman, who gifted CAPT Carrero a Panamanian hat. Port Bureau members in attendance also had the opportunity to attend a tour of the Panamá Canal Cocoli locks, received a brief from the Panamá Canal Administrator, Illya Espino de Marotta and a reception at Panamá’s Ministry of Foreign Affairs, bringing together leaders from the public and private sectors.

A great visit to Rice University!

We were pleased to spend time with the Rice Business team at their new building for a wonderful lunch, campus tour, and conversation about opportunities for future collaboration.

We were especially impressed by the new facilities and the continued investment in Rice and the Jones Graduate School of Business. It was a great opportunity to learn more about the programs and resources available through Rice Business Executive Education and discuss ways we may be able to bring valuable opportunities to our GHPB members and the broader maritime and business community.

A sincere thank you to the Rice Business team for their hospitality, for taking the time to meet with us, and for giving us such an informative tour. We enjoyed the conversation and look forward to continuing to explore what we can accomplish together!
