DISAGREEMENT DOES NOT MEAN PARTICIPATION FAILED

This one is important for both families and schools.
Meaningful parent participation does not mean the ARC has to agree with every parent request.
And disagreement does not automatically mean a parent's participation rights were denied.
Parents and school personnel can listen to the same information and reach different conclusions.
The question is whether there was a genuine decision-making process.
Was the parent's concern heard?

Was the parent's information considered?

Were questions answered?

Were alternatives discussed?

Was the basis for the decision explained?

Was the decision actually open for discussion?
And when the district proposes or refuses certain actions involving identification, evaluation, educational placement, or FAPE, IDEA's Prior Written Notice requirements help make those decisions—and the reasons for them—transparent.
Collaboration doesn't require agreement.
Sometimes meaningful participation includes respectfully saying:

“I understand the ARC's position. I disagree, and I would like my concern documented.”

Community integration means living in our own homes and neighborhoods, with the supports we need, alongside everyone else. It does not mean living alone. It does not mean going without care. It means we make the choices about our own lives that most people never think twice about: where we live, who we live with, and how we spend our days.

Community living is a civil right. Disabled people fought for that right for decades, and the U.S. Supreme Court upheld it in Olmstead v. Lois Curtis. Recent federal actions have created fear and confusion, but your rights under Section 504, the ADA, and Olmstead have not changed.
