Excellent news: private sector, is in the middle of a historic workforce transformation! Thanks for the great conversations to keep this work moving.

Last week at the American Society of Naval Engineers - ASNE 2026 Fleet Maintenance and Modernization Symposium, SCA's Senior Defense Advisor, Kevin Terry, moderated the Industry Panel on Workforce & Workload Challenges across the Public & Private Sector Shipyards. He opened by setting the record straight: the U.S. ship repair industry, especially the private sector, is in the middle of a historic workforce transformation.

Training pipelines are expanding. Companies are investing their own capital in multi-year apprenticeship programs. Regional partnerships are producing real results. This industry isn't waiting for Washington to fix the problem. It's taking action and investing.

The real challenge isn't that Americans don't want to work in shipyards, or that we can't train them. It's workload predictability and stability. A private shipyard can't hire and train hundreds of skilled tradespeople and then absorb a six-month schedule slip or a canceled availability. Industry needs a partner in government that provides the stable workload to make those investments pay off.
