Many Deferred Resignation Departees Being Replaced—and with Those Less Qualified—Says Partnership
Many of the positions vacated last year by employees who took deferred resignation offers are being refilled, and by those who lack the experience of those who left, the Partnership for Public Service has said.

Deferred resignation—first a government-wide offer and then offers by some individual agencies—accounted for about 40 percent of some 320,000 departures last year from a workforce that started the year at about 2.4 million.
“Agencies offloaded employees without considering how workforce reductions and the resulting loss of critical expertise aligned with agency goals . . . Unsurprisingly, many of these positions were not dispensable. From nurses and attorneys to contact center representatives and security guards, there was seemingly little thought about which positions were truly essential,” says an analysis by the Partnership.
