2. Moshannon is not supposed to operate like a prison or a detention center because it ISN'T a prison or a detention center. It's literally in the name....

It takes all day for Justin Jones to get to see his husband through a piece of plexiglass at Moshannon Valley Processing Center, illustrating the challenges loved ones face.
