Off the Chain USA provides non-judgmental assistance to improve the welfare of dogs who are chained/tethered in NE Georgia. We serve as an advocate and voice for responsible dog ownership and owner accountability. Primary services include building free fences for qualified dogs and distributing free dog houses. We also have conversations with pet owners about proper pet care, and when available, p

rovide other resources such as pet food, leashes, collars, toys, crates, water/food bowls, spay/neuter, and veterinary care. Many people chain their dogs not to be malicious, but because that’s what they’ve always known or because they don’t want their dog to run loose and potentially get hurt. We find that many of the dogs we build fences for are very well loved by their owner. Many studies have shown that dogs are highly social and intelligent creatures and can become lonely, bored, or depressed when consistently chained. Chaining a dog poses a threat to their mental and physical well-being. Chained dogs tend to exhibit more aggressive and territorial behaviors, which poses a risk to the community, as they’re significantly more likely to bite— both other dogs and humans. Chains and tethers also significantly restrict a dogs movement, and can become tangled around objects, trees, or even the dog himself, causing injury. In more rural areas especially, a chained dog is highly vulnerable to attacks from wild animals, and they’re not able to escape an attack if they’re chained or tethered. ❤️🐾 UPDATE ON DENA’S CATS — LILY & PUMBA NEED A HOME

We have an update on the cats Dena loved so dearly.

We’re happy to share that Grayson has found a home! ❤️ Unfortunately, Lily and Pumba are still waiting.

Lily and Pumba are now at Animal Care Hospital At Bold Springs. They are safe, but they are no longer in the home they lived in for years and are currently staying in cages at the veterinary clinic.

🐾 Lily is 15 years old. She has a heart murmur and requires medication. She is spayed and up to date on her vaccines. Lily hasn’t been around many other animals, so a quiet home where she can settle in would be ideal.

🐾 Pumba is 8 years old. He has a skin condition and requires medication. He is neutered and up to date on his vaccines. Pumba is a sweet, loving boy who loves to be held like a baby.

They have already lost their person. Now they need a rescue, foster home, or adopter who can give them the comfort, stability, and love they deserve.

Please help us find a rescue or safe placement for Dena’s cats ❤️🐾

Six days ago, we shared the heartbreaking loss of our dear volunteer and friend, Dena Dryden, and asked for help for the three cats she loved so much.

They are still waiting. 💔

We are continuing to search for a rescue organization, foster, or adopter who can help give these cats the safe and loving future Dena would want for them.

🐾 Lily – approximately 14 years old, a senior girl who deserves a quiet and loving home.
🐾 Pumba & Grayson – approximately 7 years old, a bonded pair who need to remain together.

Dena dedicated so much of her life to helping animals in need. She cared deeply about every animal she encountered, and we want to honor her by making sure her own cats are cared for and loved.

We are especially asking our rescue friends and partners: Is there anyone who can help?

It is with heavy hearts that we share the passing of one of our dedicated volunteers, Dena Dryden.

Dena had an extraordinary heart for animals and a servant’s spirit. She was always willing to lend a hand—whether that meant helping at fence builds, transporting dogs to safety, donating supplies, checking on animals, or simply asking, “What can I do to help?”

She believed every animal deserved kindness, comfort, and a chance at a better life. Her compassion wasn’t limited to the dogs she helped through Off The Chain. She devoted countless hours to helping cats and other animals in need throughout our community, and her love for them was evident in everything she did.

Volunteers like Dena are the heart of our organization. Her kindness, generosity, and willingness to serve made a lasting impact on the families we helped, the animals whose lives were changed, and the volunteers who had the privilege of working alongside her. She will be deeply missed.

As we honor Dena’s memory, we also hope to help the animals she loved so much. She leaves behind three beloved cats who are now in need of loving homes or rescue placement:
• Lily – approximately 14 years old (white, about 14 years old)
• Pumba and Grayson – a bonded pair (both about 7 years old)

How can you help a distressed dog trapped inside a locked, hot car? Georgia law, OCGA § 35-1-7, permits law enforcement officers to forcibly enter a vehicle to rescue an animal and grants them immunity from civil lawsuits for any damages incurred during the rescue.

TAKE ACTION: How You Can Help a Distressed Animal Trapped Inside a Locked, Hot Car

* Call 911.
* Stay on the scene to direct the law enforcement officer to the vehicle.
* Be prepared to show a copy of the law, Official Code of Georgia Annotated (O.C.G.A.) § 35-1-7.
(Some officers may not be aware that this law passed in 2019.)

O.C.G.A. § 35-1-7: Liability of law enforcement officers performing duties at the scene of an emergency
(a) As used in this Code section, the term:
(1) "Emergency" means an occurrence involving, or appearing to involve, a clear and imminent danger or threat to life, health, or property, including, but not limited to, the rescuing of a person or pet from a locked vehicle when such person or pet remaining within such vehicle presents a clear and imminent danger to such person's or pet's life or health.
(2) "Law enforcement officer" means any peace officer who is employed by this state or any political subdivision thereof and who is required by the terms of his or her employment, whether by election or appointment, to give his or her full time to the preservation of public order or the protection of life and property or the prevention of crime. Such term shall include sheriffs and deputy sheriffs.
(3) "Pet" means any domesticated animal normally maintained in or near the household of its owner.
(b) A law enforcement officer shall not be liable at law for any action or actions done while performing any duty at the scene of an emergency except for gross negligence, willful or wanton misconduct, or malfeasance.
