Yellowstone Valley Citizens Council advocates for a healthy, inviting, and sustainable community in Billings and Yellowstone County.

Who We Are:
Founded in 1979, Yellowstone Valley Citizens Council (YVCC) is the Billings affiliate of Northern Plains Resource Council. YVCC is a member-driven, grassroots organization that mobilizes residents in Billings and the surrounding area to advocate for a healthy, inviting and sustainable community. YVCC advocates for a healthy, inviting, and sustainable community by:
~Educating, mobilizing, and testifying to ensure citizens voices are heard in the decision-making process
~Formulating bold visions of a healthy and sustainable community and working cooperatively to achieve them

Our top campaign at the moment is the Solarize Billings campaign. This is led by our “Better Billings” Sustainability Committee – working to increase energy efficiency and reduce the impact of pollutants and environmental waste. Our Past Accomplishments:
· Community Food - Increased patronage of locally raised and processed food through creation of the Yellowstone County Food Hub
· Air Quality – Development of better regulations in the 80’s and 90’s
· Schools – Started recycling program in SD2; planted community garden at Canyon Creek
· LEED Pioneers – First Platinum-Certified building in Billings
· Billings Library – Significant assistance to help obtain LEED Platinum Certification
· Urban Planning – Work with City of Billings to implement Active Transportation goals
· Corette Power Plant – Created a vision for the historic site through a “Reimagining the Riverfront” campaign

Today is "Chamber of Commerce" Day. It is unusual for a Northern Plains chapter to be part of the local chamber. However, YVCC IS such a chapter.

You may be surprised to learn that the mission for YVCC and the Billings Chamber of Commerce have a lot in common! YVCC is committed to making our community more healthy, inviting and sustainable. That covers a lot of territory - including a more sustainable business community.

We don't always agree on things, but the Billings Chamber has allowed us to build new relationships and to learn about activities happening in Billings that affect our members and our community. We're glad to be members.

This is an exciting approach to housing for those struggling on the streets.

Inside an unremarkable warehouse in Minneapolis is a village of small wooden rooms arranged in neat rows. The project, called Avivo Village, set out to rethink what an emergency shelter could be.

Instead of the open hall of cots that many people picture, it offers 100 tiny private units, each one lockable. Every resident has a secure space of their own, with a door they can shut. For someone who has been sleeping rough or moving between crowded shelters, that locking door represents something in short supply, a measure of safety and dignity.

The village was never meant to be only a place to spend the night. Under the same roof, residents can reach mental health care, substance use treatment, case management, medical support, and staff dedicated to helping them find permanent housing. The design gathers those services around people, rather than sending them across a city to find each one.

Since opening near the end of 2020, the village has served hundreds of residents, and a significant number have moved into permanent homes of their own. Its founders describe the logic in plain terms: stability and a private space come first, and the rest becomes possible once someone finally has a door they can lock.

Happy Juneteenth! We’re spending it at a community celebration with Roots of Unity. Swing by until 7:00 PM - we’re here talking housing access and affordability, and asking neighbors what they think about the state of housing access in Billings. There’s also food, a mural restoration project, community tables, and local artist performances!
