AFSA LEGISLATIVE AWARENESS WEEK — DAY 2

SUPPORT THE MILITARY FAMILY GI BILL PROMISE ACT!

Military service is a commitment that can shape a family’s future. But what happens when a servicemember earns GI Bill education benefits and starts a family after leaving active duty?

Under current Department of Defense policy, eligible servicemembers generally must transfer Post-9/11 GI Bill benefits while still serving and meet service requirements. Those who leave active duty before adding dependents may lose the opportunity to transfer benefits to children they have or adopt later.

The Military Family GI Bill Promise Act aims to change that.

WHY THIS MATTERS

- Family comes first: Military members may start or grow their families after completing their service. Their children shouldn’t be disadvantaged because of the timing.

- Honor earned service: Veterans who have honorably served should have a fair opportunity to share their earned education benefits with eligible family members.

- Support education opportunities: Transferring GI Bill benefits can help families manage the rising cost of higher education and plan for their children’s futures.

- Strengthen recruitment and retention: Clear, flexible benefits can help servicemembers and future recruits make informed decisions about their military careers and family goals.

WHAT THE ACT WOULD DO

The Military Family GI Bill Promise Act would allow eligible servicemembers and veterans to transfer GI Bill education benefits at any time, including when children are born or adopted after active-duty service ends.

AFSA’S MESSAGE:

A military career shouldn’t mean losing the opportunity to share earned education benefits simply because your family grows after you leave the service.

Support military families. Protect earned benefits. Expand educational opportunities.

During AFSA Legislative Awareness Week, take a moment to learn about the issues affecting servicemembers, veterans, and their families; and help spread the word about the legislative priorities that matter.

AFSA LEGISLATIVE AWARENESS WEEK DAY 1: SUPPORT A MILITARY PAY RAISE & PROTECT PAYCHECK SECURITY!

Military members deserve competitive pay and reliable paychecks.

As part of AFSA legislative efforts, we’re raising awareness about two important priorities for military members and their families: delivering the proposed FY2027 military pay raise and protecting military paychecks during government shutdowns.

1️⃣ SUPPORT THE FY2027 MILITARY PAY RAISE

The President’s FY2027 budget proposes a tiered military pay raise:

🔹 7% — E-5 and below
🔹 6% — E-6 through O-3
🔹 5% — O-4 and above

Competitive pay is essential to recruiting and retaining talented servicemembers, supporting military families, and maintaining mission readiness. Military compensation should recognize the demands of service and help members keep pace with rising living costs.

2️⃣ PROTECT MILITARY PAYCHECKS

AFSA also urges Congress to pass the Pay Our Troops Act, which would protect military paychecks during a government shutdown or lapse in appropriations.

Military families should never have to worry about whether their next paycheck will arrive because of budget disputes. Paycheck security helps ensure servicemembers can focus on the mission—not uncertainty over their finances.

WHAT AFSA IS ASKING CONGRESS TO DO:

✅ Enact the proposed tiered military pay raise through the FY2027 National Defense Authorization Act (NDAA).

✅ Pass full-year defense appropriations on time so the raise can take effect without delay.

✅ Pass the Pay Our Troops Act to protect military paychecks during funding lapses.

Our message is simple: Deliver the pay raise. Protect the paycheck. Support the force.

AFSA advocates for the quality of life, financial security, and professional interests of our enlisted Airmen, Guardians, and other uniformed servicemembers. Legislative awareness is an important step in making sure our voices—and our priorities—are heard.

Military experience creates valuable skills. DoW SkillBridge helps Service members apply those skills in civilian workplaces before separation.

In CY2025, 22,039 Service members participated in DoW SkillBridge, a 4.8% increase from the previous year. The program offered 13,487 nationwide and virtual training opportunities through 4,012 DoW-authorized SkillBridge organizations.

Through industry training, apprenticeships and internships, eligible Service members can explore civilian careers, gain practical experience and build industry knowledge before transitioning out of military service.

These opportunities can also support workforce needs across the Defense Industrial Base, including aviation and aerospace, advanced manufacturing, maritime and shipbuilding, cybersecurity, logistics and skilled trades.

Military talent has value beyond the uniform. SkillBridge helps connect military experience with civilian career opportunities.
