JUST IN: Former president Rodrigo Duterte will remain in detention in The Hague after trial judges of the International Criminal Court (ICC) found “no notable change” in circumstances that would warrant his release.

The decision on Duterte’s second detention review was released by the ICC Trial Chamber III hours after he appeared for the first time in person before the international tribunal.

“The Chamber finds that the prospect of the Accused facing a trial, and (in the event of a conviction), a lengthy prison sentence, has increased. There is, therefore, a likelihood of the Accused absconding and/or obstructing or endangering the investigation or the court proceedings,” read the five-page decision.

“In respect of the latter considerations, owing to the Prosecution's submission of the Witness and Evidence Lists, (thereby disclosing the identities of the witnesses and the contents of their expected testimony), this increases the Accused's ability to interfere with witnesses, either directly or through his family or supporters in the Philippines,” it added.

Although the decision on Duterte’s fitness to stand trial is still pending, the judges also ruled that the expert panel’s reports “do not contain any new information that warrants a modification of [Duterte’s] detention.”

Carta Hydrographica y Chorographica de las Islas Filipinas, more commonly known as the Velarde map, is a map of the Philippines made and first published in Manila in 1734 by the Jesuit cartographer Pedro Murillo Velarde, the engraver Nicolás de la Cruz Bagay, and the artist Francisco Suárez.

The World Digital Library describes it as the "first and most important scientific map of the Philippines".[4] It is frequently referred to as the "Mother of all Philippine Maps"

On the historic 1734 Murillo Velarde Map—widely regarded as the "Mother of all Philippine Maps"—the features we today call Scarborough Shoal and Pag-asa Island (part of the larger Spratlys) are identified by their older, historical Spanish and indigenous names:
Scarborough Shoal is explicitly labeled as "Panacot" (sometimes written as Galit or Panacot on early drafts to signify maritime danger). It is visibly depicted off the western coast of Central Luzon.
Pag-asa Island (and the Spratly Islands) are identified collectively under the cluster named "Los Bajos de Paragua". Paragua was the Spanish colonial name for Palawan, and Bajos translates to shallows or reefs, placing these islands firmly under the administrative jurisdiction of Palawan during the Spanish era.
