OPINION: An Urgent Dialogue Between BPO Organizations and on Workplace Safety

The time has come for an urgent and constructive dialogue between BPO organizations and to address workplace safety issues and foster the sharing of best practices across the industry.

BIEN (BPO Industry Employee Network) Philippines, a lobby group advocating for employee welfare, has recently released several open letters to the Department of Labor and Employment (DOLE). These letters raised serious concerns about companies that allegedly required employees to report to work despite life-threatening conditions—such as the major earthquake in Cebu and the destructive storms that battered key BPO hubs nationwide. In naming multiple BPO companies and brands, BIEN sought accountability and stronger safeguards for workers.

Yet, the narrative is not one-sided. Interestingly, instead of being investigated or reprimanded, some BPO companies were recognized by the Cebu City government for their proactive and compassionate response to these calamities. Their recognition was not symbolic—it was earned through swift, tangible actions that prioritized employee welfare, including:

• Issuing timely bulletins and proactive safety reminders
• Activating business continuity plans and shelter-in-place protocols
• Offering flexible work arrangements and special/early compensation
• Providing shuttle services, free meals, and emergency accommodations
• Implementing workplace safety frameworks that went beyond compliance

These measures demonstrate that genuine care for employees is not about optics or shallow employer branding campaigns. It is about embedding workplace safety into the very culture and daily operations of an organization. Notably, some companies were absent from BIEN’s reports precisely because their crisis management and communication efforts were proactive, consistent, and credible.

The lesson here is clear: in a country that faces natural calamities year after year, workplace safety cannot be treated as an afterthought. It must be a shared responsibility—one that unites advocacy groups like BIEN and BPO organizations in dialogue rather than division. By exchanging best practices and reinforcing standards, the industry can move beyond reactive measures and build a resilient framework that protects employees while sustaining business continuity.

This is not just about compliance. It is about trust, accountability, and the moral obligation of employers to safeguard the people who power the industry. The call for dialogue is urgent, and the opportunity to lead by example is NOW!

LENI MARKS FIRST 100 DAYS IN OFFICE, FOCUSES ON IMMEDIATE ACTION AND SYSTEMIC REFORMS

Naga City Mayor and former Vice President Leni Robredo reflected on her first 100 days in office in a video released on Friday, October 10, emphasizing a dual approach: addressing immediate concerns while building long-term systems for sustainable local governance.

Since assuming office on June 30, Robredo has prioritized transparency, efficiency, and accessibility in city services. Key accomplishments include:

Housing and Land Titles: The first batch of 431 beneficiaries received Transfer Certificates of Title under the program Kaantabay sa Kauswagan, with more awards expected by year-end. Urban communities were also oriented for enrollment in the Community Mortgage Program.

Healthcare: The city advanced universal healthcare integration, including full implementation of the PhilHealth Yaman ng Kalusugan Program (YAKAP), which now covers nearly 84,000 residents. Plans include upgrading the Naga City General Hospital and achieving zero-balance billing for patients.

Education and Public Facilities: The Raul S. Rocco Library is now open seven days a week, offering free internet and a digital learning hub, attracting nearly 11,000 visitors in the first 100 days.

Social Services: Cash gifts and relief goods are being distributed efficiently to senior citizens and other vulnerable groups, while public assistance lines are being streamlined to reduce waiting times.

Infrastructure and Disaster Preparedness: Projects include clearing waterways to prevent flooding, relocating utility posts along major roads, and improving public transport under the newly created Urban Transport and Mobility Council. The city's disaster risk reduction system has been strengthened with enhanced early warning systems and barangay-level coordination.

Governance and Efficiency: Robredo signed an Executive Order establishing a Zero Tolerance Policy Against Corruption and launched reforms including outcomes-based budgeting, improved fleet management, and the My Naga App for paperless city services.

Partnerships: The city engaged private partners, NGOs, and educational institutions to support programs in health, housing, literacy, and climate action.

Robredo stressed that these reforms are designed not just for immediate impact but for sustained, systemic change that benefits residents now and in the future.

"True progress requires a government that works not just for a season, but consistently, transparently, and efficiently," she said, encouraging citizens to participate actively in local governance.

I don’t hate the Dutertes. At least, not in the beginning. In fact, I was one of the 16 million who voted for him in 2016.

I’m Bisaya — and seeing someone from the South rise to the highest office made me feel proud. For the first time, a President who spoke our language, understood our culture, and promised strong action on real problems like drugs and corruption.

So I waited. I observed. I gave him the benefit of the doubt.

But what changed my perspective?

Simple: The results — or the lack thereof — and the hypocrisy.

I supported his strong anti-drug rhetoric. But while the rhetoric was strong, the results were contradictory.

- Billions worth of drugs seized, yet shabu remained cheap and widely available.

- Drug war deaths in poor areas, but major importation cases like the ₱6.4 billion shabu shipment? Brushed off — even when it involved his own son, Polong Duterte.

- Small-time pushers shot, while suspected protectors in government were quietly reassigned or shielded.

Then came his defeatist stance on the West Philippine Sea, openly siding with China, joking about jetskis, and abandoning our fishermen — all while his administration derailed our military modernization, favoring Chinese suppliers and weakening our defense capability.

And the biggest turning point for me?
I met the orphans.

Children whose fathers were killed in anti-drug operations.

I volunteered and listened to their stories — kids robbed of their future, families too afraid to speak, a whole generation traumatized.

No due process. No justice.

Lastly, his words.
Calling God “stupid.”
Encouraging r**e jokes.
Labeling critics as enemies.
Promoting a culture of hate and impunity.
That’s not strength — that’s moral decay.

So no, I don’t hate the Dutertes as individuals.

But I reject the ideology of cult worship, the normalization of violence, and the betrayal of the very people who believed in change.

Prominent columnist and social critic Antonio Montalvan has sounded an urgent alarm: Alan Peter Cayetano is poised to assume the Senate Presidency on Monday, October 6, if a minority-led coup succeeds.

According to Montalvan, the motive behind this brazen maneuver is chillingly clear—to shield senators from accountability over massive budget insertions. He underscores that in the previous Senate, every senator benefitted from what he calls a “grand robbery”—with only Risa Hontiveros and Koko Pimentel standing apart from the pack.

Even after the Trillion Peso March—a thunderous outcry from ordinary Filipinos demanding justice—the Senate remains unshaken, unrepentant, and unmoved. Montalvan warns that this indifference exposes how deeply entrenched complicity has become.

“What can probably scare them?” Montalvan asks. His answer: another march, this time surrounding the Senate itself—transforming it into a fortress under siege by the collective anger of the Filipino people.

This is more than a political struggle—it is a moral reckoning. If this coup succeeds, it will not only install a Senate President with a history tainted by questions of self-interest, but it will also embolden a system that thrives on impunity.

Montalvan’s call is both a warning and a challenge. The Filipino people cannot remain silent. Every citizen who dreams of a nation free from theft, lies, and betrayal must now decide: Do we allow the Senate to mock our cries for justice, or do we rise once more to demand that every corrupt official be held to account?

The coming days will test not only the Senate but also the people. And history will remember whether we turned away—or stood together in righteous defiance.
