After a year of heartfelt dedication and hands-on learning, the Kalalawdan Fellowship under Project ๐—ก๐—˜๐—ซ๐—จ๐—ฆ has come to a meaningful close. This journey took us deep into the lives of local coastal communities, aboard a scientific cruise across Manila Bay, into the halls of the House of Representatives, and all the way to Australia for a rich maritime exchange visit.

Now, weโ€™re excited to share the story of this fellowship in the form of a white paper, a reflection of every experience, lesson, and insight gathered along the way. Most importantly, this paper highlights the policy proposals developed by the Lawod fellows from various academic institutions and government agencies focusing on four policy research areas: 1) MSR Framework; 2) Institutionalization of NARFleet; 3) MPAs in WPS; and 4) Climate Change Impact, which provide innovative and proactive recommendations for the Philippine seas.

The proposals include the following title:

1. Charting the Course: National Framework for Advancing Marine Scientific Research (MSR) in the Philippines
2. Setting Sails: Institutionalizing the National Academic Research Fleet to Enhance the Role of Marine Scientific Research in Philippine Archipelagic Governance
3. Instituting NIPAS in the WPS: A Case for Establishing Offshore Marine Protected Areas in the Kalayaan Island Group
4. Science for Survival: Reaffirming Commitment to Science-Based and Participatory Climate Resilience and DRRM Planning through Legislative Oversight

Introducing the Angat Buhay Policy Toolkit for Environmental Governance! ๐ŸŒฑ

We are excited to share this comprehensive resource designed to empower Sangguniang Kabataan (SK) leaders in driving meaningful and impactful environmental governance within their communities.

The toolkit builds on the principles and best practices shared during Angat Kalikasan: Young Leaders Convergence for Environmental Governance. It includes strategies for effective problem-solving, stakeholder management, policy creation, advocacy campaigning, and monitoringโ€”practical tools to support SK leaders in creating sustainable solutions.

This initiative was made possible through the generous support of the Foundation for the Philippine Environment and in collaboration with Save Philippine Seas.

The Ateneo Institute of Sustainability, through its Climate and Disaster Resilience Program, is piloting activities in a playbook we developed, CResT (City Resilience Toolkit: A Compendium of Systems Thinking Activities for Resilience Planning). Systems thinking ๐Ÿ” approaches are useful in enhancing resilience by uncovering feedback and hidden structures that might affect a resilience issue, fostering dialogue, and helping articulate coherent storylines to achieve intended futures. ๐Ÿ’ฌ

Climate change ๐ŸŒ presents great challenges, particularly to developing countries in the Global South. Communities such as those in the Philippines will face increasing vulnerability to climate risks and their effects as a result of a lack of adaptive capacity, particularly where urban development is informal or unplanned. In the spirit of collaboration, we would like to open an opportunity for colleagues across sectors to participate in a two-day workshop based on selected activities in CResT. ๐Ÿ’ญ

๐Ÿ“ฃ We are opening limited slots to a 2-day systems thinking workshop based on selected activities on resilience planning from CResT. The workshop will be held on 29-30 May in Ateneo de Manila University, and is free of charge.

๐Ÿ”— Register by May 16 via go.ateneo.edu/ST2025Registration

Limited slots only!

โ€”

CResT was developed as part of the Coastal Cities at Risk in the Philippines: Investing in Climate and Resilience Project, with the aid of a grant from the International Development Research Centre (IDRC), Canada, and implemented by the Ateneo de Manila University (ADMU), in collaboration with the Manila Observatory (MO), Ateneo Innovation Center (AIC), and the National Resilience Council (NRC). The views expressed herein do not necessarily represent those of IDRC or its Board of Governors.

Additional support was also provided by the Ateneo Institute of Sustainability and the Ateneo de Manila University Research Council.

This workshop continues the knowledge dissemination process from the project, providing participants with valuable tools and strategies for building resilient cities.
