नेपाल सरकारद्वारा मन्त्रालय पुनर्गठन गर्दै “महिला, बालबालिका, लैङ्गिक तथा यौनिक अल्पसंख्यक र सामाजिक सुरक्षा मन्त्रालय” स्थापना गर्ने निर्णय स्वागतयोग्य र ऐतिहासिक कदम हो। नेपालको संविधानले स्पष्ट रूपमा मान्यता दिएको लैङ्गिक तथा यौनिक अल्पसंख्यक समुदायलाई राज्य संरचनामै समेट्ने यस निर्णयले समावेशी शासन र सामाजिक न्यायप्रतिको प्रतिबद्धतालाई थप मजबुत बनाएको छ। यद्यपि संविधान तथा विद्यमान कानुनले सुनिश्चित गरेका अधिकारहरू अझै पनि समुदायले पूर्ण रूपमा उपभोग गर्न पाएका छैनन्। पहिचान, प्रतिनिधित्व, सेवा तथा सुविधामा पहुँच र आधारभूत मानवअधिकारको कार्यान्वयनका सवालहरू अझै चुनौतीका रूपमा रहेका छन्।
तथापि, यस सकारात्मक तथा ऐतिहासिक निर्णयप्रति मितिनी नेपाल परिवार नेपाल सरकारप्रति हार्दिक आभार तथा धन्यवाद व्यक्त गर्दछ।
The Government of Nepal’s decision to restructure the ministry and establish the “Ministry of Women, Children, Gender and Sexual Minorities, and Social Security” is a welcome and historic step. This decision, which formally includes the gender and s*xual minority community within the state structure as clearly recognized by the Constitution of Nepal, further strengthens the commitment toward inclusive governance and social justice.
However, the rights guaranteed by the Constitution and existing laws are still not being fully enjoyed by the gender and s*xual minority community. Issues related to identity, representation, access to services and facilities, and the implementation of fundamental human rights still remain significant challenges.
