With 37 years of distinguished service in the Indian Air Force, AVM Vatsa is one of India’s most respected voices in cybersecurity, defence communications, and critical technologies. A true scholar-warrior, he holds a B Tech in Electronics & Communication, M Tech in Aerospace Engineering, MBA in HR, and a PhD in Cyber Security. His journey is a rare blend of technical mastery, strategic foresight, and leadership.
Throughout his service, he has:
1. Led India’s communication networks, data centres, and cybersecurity operations.
2. Played a pivotal role in drafting the National Cyber Security Policy.
3. Served as Commandant of the Software Development Institute, the first defence organisation to achieve CMMI Level certification.
4. Directed the Network Operations Centre and served as Air Commodore at the Defence Cyber Agency, pioneering cyber deterrence and resilience measures.
5. Guided projects in avionics software, simulators, and critical information infrastructure protection.
6. Recognised with prestigious awards including the Prime Minister’s Appreciation, the Vishisht Seva Medal (Presidential Award), and multiple Chief of Air Staff commendations, AVM Vatsa is widely regarded as one of India’s most influential cyber leaders.
7. He has also contributed to national and global thought leadership by publishing research papers on cyber warfare, insider threats, advanced persistent threats, and international cyber cooperation. His vision document “Steps to Make India a Cyber Superpower” was well received by the National Security Council Secretariat. He was also a member of the National Task Force that shaped credible cyber deterrence strategies for the Armed Forces.
